Because there was a recent misunderstanding, and because this isn't the first
  time it's happened, I will attempt to clarify this further:

Any post to the IC News bboard (#12) is available as IC knowledge to any PC who
  wants to handwave 'I heard about that'. If that's not what you want, then do
  not post it to IC News (#12). (This also applies to the 'IC News for <year>'
  bboards, where older posts are eventually moved.)

The only exception to this is if staff determines that the post was invalid
  (e.g. 'someone would have ICly intervened'), in which case staff will clearly
  announce such.

There are a couple of things I would like to mention about the +xp/nom system.

*+xp/nom is intended for good RP. Simply posing leaning against the wall for
  several hours, should not get you a +xp/nom. We approve those, if they're
  well-written, but +xp/nom is supposed to be a reward for good RP, not for
  participation. If everyone in the scene is good RP, then by all means, nom
  them, but just posing in doesn't get you XP. That's what +vote is for.

*ALMOST ALWAYS, we will approve ACTING and CONCEPT together. So if you think
  someone did a good job in the scene, +xp/nom them for both, rather than just
  ACTING. Some say 'Well, I don't know what their concept is!' Well, if they're
  RPing, that's probably part of their concept. Give them 2 xp for their good
  rp instead of 1. If they showed heroism or they learned something, then maybe
  they can get three or four XP instead of just that one!

These are just suggestions. If you want to continue nomming everyone in the
  room for concept alone, then we will still process them just as we always
  have: with a mighty 'meh'.

Because these have come up a number of times:

* 'Is cross-sphere' is now explicitly listed as a thing that you should
  communicate to participants up front. While these are allowed, they can
  easily become more complex in terms of ICC as well as game mechanics, and
  some players may be more selective about them.

* If the PRP is mentioned on an IC news bboard, then just like everything else
  on said bboard, it's fair game for /anyone/ to ICly react to. If you don't
  want that, then don't post there, and make sure your participants know not to
  post it there either. (The Cutscenes bb is okay if you just want to show off
  'oh man this pose was so cool!' without ICly disclosing it.)

The player of Brohain / Chullain / Sasha / Tormod / Wilder was banned this past
  weekend.

* On multiple occasions, he was an overbearing jackass both IC and OOC
  (especially through off-game channels) when another man socialized with one
  of his bedmates or some other IC situation didn't go his way, in some cases
  escalating his IC response to the point of cartoon villainy.

* We'd noticed significant circumstantial evidence that he was the player of
  Kidd (+bbread 11/203). Similar IP address, similar RL job, similar desc
  style, similar pose style, similar pattern of intermittent but fairly serious
  bad behavior. Still, we'd previously lifted some bans dating back to the
  Sponge/Coyote era, so I decided to wait and watch.

* The tipping point was the attempt to resolve some ICC likely to lead to
  Brohain being PKed for the aforementioned cartoon villainy. ('You refused my
  generous offer? I'll use nightmares to grind down your Willpower and make you
  think it was a terrible mistake!') He repeatedly dragged his heels on RL
  scheduling, abusing the RL-medical-problems card (I trust his problems are
  genuine but he still abused them as an excuse). He grasped at multiple straws
  in an attempt at 'nuh-uh, they totally couldn't track me down'. And when I
  warned him that he was already on thin ice, he had the gall to (a) ask why
  and (b) address the question to HB instead of me.

* While brainstorming regarding the above, we did some more digging into the
  'Brohain = Kidd' theory, which quickly went from 'significant' to
  'overwhelming'. Multiple phrases / sentence structures were repeated across
  both multiple Kidd alts and multiple Brohain alts, and apparently Kidd was
  using the name 'Chullain' elsemu* while threatening to hack it and bring it
  down.

In retrospect, I may need to apologize for not taking this course of action
  sooner. Weighing 'is this player trying to improve' against 'are they driving
  good players away' never comes lightly, as some of you have noticed over the
  years. (Mind you, a couple people have managed to wave the 'I'm a super
  jackass' flag even before becoming a player.)

Please submit a +request if you have any interest in the IC fate of one of
  these characters. (Brohain's has already been settled, possibly also some of
  the others but I'd have to double check.)

As far as I know, the rule 'specialties don't apply to combat or supernatural
  powers' has no support in canon, and was purely a house rule from the old
  days. After some discussion, we decided to remove it. Specialties previously
  approved for RP flavor can now be used in actual game mechanics, new ones can
  be requested.

Specialties still apply only to attributes and abilities. Example: Auspex 4
  (Telepathy) doesn't get its own specialty, but if either part of its dice
  pool (Intelligence + Subterfuge) is 4+ and has a specialty of 'Telepathy',
  then that does apply.

Specialties also need to be reasonably narrow in scope, using book examples as
  guidelines, e.g. Melee could have a specialty of 'swords', but 'bladed
  weapons' would be overly broad.

Chargen for Orpheus projectors is set up, including quickstart and wiki cheat
  sheet. Orpheus-specific backgrounds/merits/flaws will be added on request.
  Other code issues and house rules (e.g. +gain/+lose, +rules lores, +rules

For obvious reasons, metaplot elements will be included/omitted strictly at
  staff discretion. There may be companies hiring projectors, but they're not
  widely known or accepted as actually accomplishing anything genuinely
  supernatural.

Wraiths will continue to use WtO rules. Orpheus-style spirits and hues may be
  added at some point in the future, in which case existing PCs will be given
  an option to get their stats translated.

  155 (spending weeks of study in lieu of the usual house-ruled XP cost).

* You /can/ still buy shifter rites with XP as usual, this is just adding a
  slower but cheaper option (akin to '+rules instruction').

* Existing requests where we already discussed this option will receive
  retroactive credit for time passed. Past XP spends are not eligible for
  refunds on this basis.

* Any PC who already knows the rite can play the 'elder'. Learning from a NPC
  will be adjudicated by staff as usual.

* A student can only have this type of timer running on one rite at a time,
  however you can pause one to work on another for a while.

This is an expansion of a previous ruling regarding Potence. Fang Dagger says
  it doubles the number of successes on the "damage /roll/". Staff interprets
  this to mean unambiguously that any case of adding automatic successes to a
  damage roll does not get doubled by the use of a Fang Dagger or other
  doubling mechanic. They are instead added at the end of damage calculation.
  For example, Cleaving hoof says that the "Dice gained from strength in his
  damage pool counts as a automatic successes rather than dice". These
  successes would not be affected by a Fang Dagger.

The house rules will be updated and perhaps further clarified shortly.

Hengeyokai, Auspices, Gifts        Mon Oct 15    Mouse

While the five Auspices of the Hengeyokai are not quite the same as their
  standard counterparts they DO have their own gifts and stipulations. The
  Hengeyokai auspices correspond to Garou Auspices as follows:

        - Fist is Ahroun
        - Pillar is Galliard
- Mirror is Theurge
- Leaf is Ragabash
- Lantern is Philodox

By joining the Hengeyokai and gaining an Auspice the shifter in question gains
  the gifts of that Garou Auspice as in-T/A/B. This is the advantage of being
  part of the Courts. You can choose an Auspice gift or a Hengeyokai gift in
  character generation as you prefer. This also means corresponding Auspice
  gifts are 3xRating XP cost.

Courtiers do not have a corresponding Auspice and gain only the Courtier gifts
  in the Hengeyokai book.

  also unrelated to your specialty foci.)

Basics from the main rulebook are in place, including a chargen quickstart and
  cheat sheet. There are some known to-do issues (e.g. +gain and +lose for
  "Conviction (hunter)", when you run into one then +request and we'll get it
  worked out. Ditto for requesting addition of new backgrounds, merits/flaws,
  whatever.

As in canon, virtues/edges can't be raised with XP but only by repeatedly
  battle-testing your Conviction. '+rules multiclass' is also updated to put
  hunters on basically the same basis as other M+ variations.

Hunters should be /highly familiar/ with '+policy risk', '+policy ptmd',
  '+policy antagonist', '+rules sniping' and '+rules in public'.

Hunter house rules have been updated. High points:

* For simplicity, I'm adopting the XP costs from Hunter Players Guide,
  replacing the main book's 'excess Conviction spills over into virtues which
  give more edges' stuff. However, getting your first edge at a new level (e.g.
  your first 3 if all your current edges are at 1 or 2) is time-limited on the
  '+rules shifter rank' scale. This means you can get level 5 edges, but
  minimum time after chargen (where edges are capped at 2) is 3+6+8=17 months.
  Alternate edges will be added as e.g. 'Creed Defense' and available at same
  chargen/XP costs as the regular versions.

* Interactions with most other races are documented with references. Most of
  this is just reiterating canon for convenience.

* The two Lost Creeds (Hermit and Wayward) are officially playable.

The previous house rule on 'can a supernatural effect raise a stat above its
  normal max' has been removed. (Raised some questions here and there, and in
  retrospect wasn't obviously needed. The answer to that question is now 'yes,
  unless something explicitly states a limit'. Other side effects continue to
  apply as written, e.g. 'mages suffer problems if they boost their attributes
  above 5 for long enough'.)

Here are some updates we've made over the past few weeks. No change in how
  staff handles things, just documenting some existing practices more clearly.

'+policy alts': Clarifies why separation of knowledge is important, but that
  relaying stuff through someone else's character is generally allowed.

'+policy avoidance': Recommends letting staff contact the person you want to
  avoid, rather than you contacting them directly.

'+policy channels': New entry, basic guidelines for Public and Help Me! (where
  new players are auto-added) vs NC-17 / Debate / Random (opt-in).

'+policy communication': Basic guidelines for giving and receiving criticism.

'+policy good npcs': New entry, NPC employees default to being
  competent/loyal/ethical in line with their PC employer's relevant
  backgrounds/desires.

'+policy police gear': Clarifies some +equip details.

'+policy xp transfer': Clarifies intent of kinfolk-with-no-powers clause.

Catching up on announcing some updates since the HtR rollout settled down.

General
* '+rules missing stats': New entry, mostly 'treat them as zero'

Vampire
* '+rules vampire disciplines': Covers powers that assume the target has virtues
* '+rules retainers': Relevant PCs can have retainers with possesed powers /
  spirit charms

Shifter
* '+rules shifter misc': Gifts with different levels across splats
* '+rules shifter offspring': New entry, compile info from different books and
  house-rule clarifications
* '+rules totem': Bonuses granted to 'packs' in canon still apply to personal
  totems

Mage
* '+rules horizon realms': Adjusted to better fit canon and allow more control
  over the local paradigm
* '+rules nephandi': New entry, also covers Infernalists (who may or may not be
  Nephandi)
* '+rules specialties': Sphere specialties are allowed

Sorcerer
* '+rules sorcerer': Extended casting limited to one day (except
  Alchemy/Enchantment which can't be extended)
* '+rules sorcerer rituals': Rituals can't be extended unless they explicitly
  say so

Demon
* '+rules demon misc': Clarifies the ancient Enochian languge (+explain
  Enochian)

No time limits for Arete 1-3       Wed Dec 26    WhoopingCrane

The house-ruled time limits on mage Seekings (to raise Arete) now apply only to
  3->4 and 4->5. (You can canonically Awaken straight to Arete 2 or 3 anyway,
  so if you choose a lower level, you can increase it to 3 as quickly as you
  can earn the required XP.)
