I am Risk 3. Smith functions on Threat Levels. Threat Levels are my fun little way to explain why Smith does not kill when it would make sense. He does not question Central. (Central is not to be mistaken with the Technocratic 'Control')

Threat Level 0: Ignore.

Threat Level 1: Maintain observation. Report Deviant Behavior.

Threat Level 2: Maintain observation. Clear capture through Central.

Threat Level 3: Maintain observation. Clear kill order through Central.

Threat Level 4: Pursue and engage suspect. Clear kill order through Central.

Threat Level 5: Pursue and eliminate suspect. Kill or incapacitate at all costs.
