In the skinlands, what the Restless know as Purgatory is a ghost down dating back to westward expansion. The town is located out in the middle of the Cobre desert and it is difficult to reach given that there are no roads (or Byways) to reach it. An Isle of Calm in the Desert Tempest, Purgatory is a testament to the resilience of the restless dead. It has only one rule. "No Questions".

Permanent residency is slim in Purgatory, only a dozen or so, all freewraiths, claim Purgatory as a permanent home. What keeps the city going is it's use as a waystation. Dozens of wraiths can be found wandering the desert streets, the old saloon getting tanked by the Usurer's bottled wares or...enticed, by the Sandmen and Chaunters who work the rooms upstairs. They could be getting patched up by the local Castigator. What is more likely is that they are present for auction - Purgatory hosts a slave auction, quite frequently, for the sale of slaves and thralls. Purgatory asks no questions about who or what is on the slab, only that the necropolis gets a little off the top. Traffic swells during hunting season, and it is unknown how many in Purgatory are slaves. It is rumored that all wraiths in Purgatory are reapers, but no one knows if they themselves are slavers. The Oboli keeps coming in, and Purgatory remains stalwart.

Defense of Purgatory varies. Visiting Doomslayers and Renegades have been known to rough up anyone who gets on the wrong side of the "sheriff" and patrols are uncommon, the necropolis a self-contained neutral zone. Since there are no questions, no one seems willing to risk making a fuss.
