General Info
Monterrey is, according to six-year-old Google results, Mexico's wealthiest city per capita, and also its most "Americanized." The Archbishop of the city (and indeed, all of Nuevo Leon) is El Intocable, a Tzimisce who is, to use the technical jargon, a giant asshole. However, he's a competent, canny, and even inspiring asshole, and Mexico City regards him as integral to keeping stability in the region, as he has successfully warded off lupine intrusion into his territory for around twenty years now (twenty years ago being when he rose to power, via Monomancy).
Because of the "Americanized" aspects of Monterrey, and its "safe" status as far as lupine attacks, Mexico City will sometimes send delegations there to meet with American Sabbat packs on "neutral ground" when such a thing is necessary.
El Intocable is a demanding and easily angered Archbishop. He hates Anarchs with a passion, and those who do not show proper deference to him (i.e. reporting in at local esbat and then moving the fuck along once their business is through) will often find themselves targeted by his wrath. Because of his brutish, bullying demeanor, Monterrey has a smaller-than-average permanent population of Cainites, but that population is above-average in terms of competence. You either sink or swim in Monterrey. There's no third option. For every Cainite who's made their name there, there are five who tried their hand at it and either died or fled.
After packs from Baja California assisted El Intocable in dealing with the problem of a Harbinger of Skulls that had degraded into a wight, El Intocable has pledged himself as an ally to Selena, and to Selena's subordinate Bishops (e.g. Carys, Spotted-Horse, etc.).

La Familia de Monterrey
The ruling pack of Monterrey; lucha libre professional wrestlers who run the city like gangsters. Currently comprised solely of the Archbishop and his two large childer. El Intocable is based out of Arena Coliseo Monterrey, a real-life lucha libre arena. The three of them appear to wear hooded lucha libre masks at all times, but closer inspection will reveal that they've actually fleshcrafted their faces into these guises.

Los Patrónes
A pack with deep influence upon the international businesses that operate in Monterrey. In a sex comedy about ski instructors, they would be the snobby rich kids who challenge the scrappy losers to a ski race, and if they win, they get to turn the ski school into luxury condos. They take pride in their high-society ways and social standing, and mesh poorly with riff-raff.
Los Vipers
A pack that survived from the previous Archbishop's era into the current one. Its Ductus, Keyra, was until recently the pack's Templar, but rose to Ductus when the previous Ductus was killed trying to take out the Harbinger-wight. The rest of the pack are a motley but effective assemblage of warriors who are often the first call made when it comes time to go off and marshal the troops in some other part of Nuevo Leon to stop any lupine trouble.
