- Prince Torvik announced that if anyone has a legitimate gripe, he wishes to hear it - no punishment from speaking your mind.
- Discussion about our stance toward the Sabbat will be at a future meeting.
- Sheriff Agate announced that Azrael has been vigilant in his duties as Deputy and with his investigation and communication with her, it has resulted in an advantage for us.
- Brujah Lillian has become a neonate after being released by Prince Torvik from her studies with him. Honorable mention to Silvana for her assistance as well.

- JD McCoy has left the Praxis to be the Prince of San Marcos, a city North of Prospect. His domain, CARES, is now under supervision of Primogen Jaegar.
- Primogen Sweetheart asked if the bloodlines and Caitiff could elect their own Primogen or if they should be seeking an existing Primogen to represent them as well. Prince Torvik clarified that as the bloodlines and Caitiff have come together and agreed on a representative, it is up to the Primogen Council to decide whether they can have a chair or not. It is not a decision the The Prince makes.
- The Sabbat are no longer welcome in the city of Prospect, and are to be bloodhunted and destroyed. If you have any information, send it to the Sheriff. Pictures are helpful.
- There was discussion of where things stand after events on Sunday night near and at Secrets. Sadly, the girl obsessed with Harpy Beauregard, and distant cousin of Jolene Addison, committed suicide. The situation with the Nosferatu named Sky is being handled. Dr. Vandrekkar is still an issue.
- Amelie Renoir was named the new Keeper of Elysium
- Scavenger has asked to be acknowledged and allowed to join the Camarilla. Discussion ensued. It was agreed to allow her in on a provisional basis as a Childe with a surrogate Sire. The Nosferatu in the Praxis will be given first opportunity to take her in. If not, then Primogen Sweetheart volunteered to do so.
- Wednesday night gatherings will continue for the foreseeable future. Anyone that wishes to volunteer to host one week, or if a clan together wish to host a week, please let the Keeper know.

- Welcome to new members, Celeste Morel of the Malkavian Clan, and her ghoul Mikaël Rosseau, as well as Roger "Cueball" Jackson of the Brujah Clan.
- Prince Torvik asked if anyone thought our bloodhunt of the Sabbat is too harsh, which met with a resounding No.
- The Tremere named Dr. Rook (NPC) was captured last Sunday Night. She has been accused of multiple violations of the Traditions, including violated the Masquerade. Prince Torvik thanked Sheriff Baladois and the other kindred and ghouls involved in her apprehension, and have formed a team to deal with the situation surrounding The Malkavian named Dr. Vandrekkar (NPC).
- Sheriff Baladois has appointed Roger "Cueball" Jackson as a new Deputy. For Azrael's actions recently, he has been named Senior Deputy, and next inline for Sheriff.

- Primogen Blanchard reported the Toreador are progressing on solidifying their domains and hunting grounds, in particular by purchasing several properties that were for sale, while others are being improved upon.
- Primogen Sweetheart reported that the Carnegie Theater, recently sold to the Setite, Mr. Sotolongo, has been shut down due to Health Code Violations.
- There was some discussion about the role the Nosferatu have in the Praxis and it was stated by many that they are indispensible with the role they provide us, and should be respected.
- Information has been received that a ship named 'The Persian Princess' from Iran will be arriving on Sunday evening. The implications are it is involved in recent events. We need people to find out why it is coming here. Keeper Renoir and Sheriff Balodois are coordinating our efforts. The Keeper is handling the tracking of information, while the Sheriff is handling anything that requires us to respond.
(Update: Ship arrived on Saturday instead. Intelligence was gathered, and a letter with an invitation to the Penitentiary was received. We need people to join the group to go check it out.)

- Mr. Sotolongo has returned, having regained better health after last Sunday's events. He was instrumental in that investigation and was wounded while protecting the Masquerade.
- Prince Torvik spoke about the events from last weekend. In short, the ship discussed at Court last week arrived a day early, and Keeper Renoir and Mr. Rosseau were able to provide recon. That led to an invitation to a prison the next day. With the help of Seneschal Torvik, Harpy Osti, and Primogen Blanchard, to scout it out ahead of time, Harpy Beauregard, Ms. Ricci, Mr. Campbell, Sentinel, Keeper Renoir, and Mr. Sotolongo, were able to locate the staked body of former Prince Peter Casman. He was left attached to a bomb as well as a canister of the blood plague. There was an explosion, and both Sentinel and Mr. Sotolongo were injured, but were able to survive the blast. Mr. Sotolongo was infected, but has since been cured with the help of Sheriff Baladois.
- Prince Torvik awarded the Followers of Set their own domain within Prospect, The Carnegie Theater, for Mr. Sotolongo's service to the city. The Theater is scheduled for demolition due to other issues, whatever business that Mr. Sotolongo rebuilds on that land will be their doman.
- Prince Torvik is handing the topic to the Primogen Council to deliberate if trusted ghouls, (i.e.: those allowed within Elysium), should receive special consideration if traded outside of the Praxis.

- Keeper Renoir is hosting a Phantom of the Opera Masquerade Ball on November 1st, 2017, in Edwards 18 Elysium. There will be musical performances, dancing, and costumes/masks. At least a mask is required to attend. Questions should be directed to the Keeper.
- Primogen Blanchard announced the opening of the Crown Museum and Theater Complex is now open, offering space for performances of may sorts, such as talks, meetings, presentations, fundraisers and galas. Any of the Tower wishing to use this space may do so. Grand Opening Gala will be in the coming weeks after the Masquerade Ball.

- Welcome to Mr. Draegar Chemnitz, of the Ventrue Clan, the newest member of the Praxis.
- Mr. Nino Caravelli is the new Primogen for the Nosferatu clan, and Mr. Stanley Silverstine has been named the new Whip.
- Primogen Blanchard reported that the Toreador Clan continues to make strides to develop and strengthen their domains. In particular, she is proud of Ms. Ricci's research into this. The Crown Museum and Theater are now open to the public, and are available for use to the Praxis.
- Whip Silverstine reported that the Nosferatu Clan continues to expand its defense of the underground, and are always available to the Praxis for investigations as needed.
- Seneschal Torvik brought up the topic of the number of Kindred within the city. Prince Torvik said that our number one priority is the Masquerade, and once the numbers of kindred climb too high, it gets harder to enforce our law. Prince Torvik added that Mr. Sotolongo has been warned that a cap on the numbers of his clan allowed to remain within the city may come, as so many Setites have been coming here. With so many kindred, feeding grounds may become limited, and the Primogen Council is working on setting up global feeding grounds, beyond the domains for clans already, in case there needs to be a limitation on where kindred may feed. There was discussion about finding the rest of the Sabbat hiding within the city and removing them, as well as what to ask Independents to contribute somehow to be able to thus increase their numbers
- Primogen Sweetheart reported that the Malkavian Clan have solved the hospital domain issue, and remain the overseers of it.

- Prince Torvik announced that it is mandatory for all Kindred to present their ghouls like a new childe, if one intends to bring them into our Elysiums. This will include Independents as well. If any ghoul is denied, then you will have a choice to keep them on staff and out of Elysium without any knowledge of the Masquerade, or to end their service to you. Clan Ventrue will wipe the mind of any ghoul dismissed from service at no charge.
- Prince Torvik announced as well a hunting ban. You may hunt in your clan domains, and at the rack. If you are caught poaching in illegal territory, you will be brought before the entire court to answer for it. The designated Rack, Secrets, is available to all. Harpy Osti, at the Hands of Hope Mission, will continue to also provide clean blood to those in need of it. Any clans who wish to get an establishment added to the approved list must petition the Primogen Council, and they will decide if your clan gets the right to open a feeding area.
- Ms. Vega will now be allowed to be accompanied only by her domitor, Ms. Aubrey Giovanni, into Edwards 18 Elysium, should they choose to enter.
- Prince Torvik pointed out the excellent job Primogen Blanchard is doing as a Primogen, as well as Acting Chairperson for the Primogen Council. Every other clan should evaluate their choice in Primogen and decide if they are really representing you or not.
- The topic for discussion was influence over mortals. The most important step you can take to ensure the ability to defend the Praxis and this city is to gain and utilize your influence. This is how the Camarilla wages war against our enemies. Some in the Praxis do not have any form of influence yet, and should consider it. Special interest should be paid to gaining influence over the police. Ghouls are also free to seek influence as well. Reports on progress are expected in coming weeks.

- Prince Torvik announced that Scavenger, fledgling of the Nosferatu Clan, who was staked earlier this week for breaking the Second Tradition, would be released and dismissed from the Camarilla. She has been declared and Anarch, and is not allowed entrance to Edwards 18 Elysium unless invited.
- Primogen Blanchard is working to organize future Primogen meetings that fit the majority of the members. There may be more multiple meetings held, so that all may participate and place a vote, as schedules are difficult to coordinate. Prince Torvik will help to find ways for making agenda's clearly set, so any Primogen can view them and vote when they have time.
- Mr. Draegar Chemnitz is the new Primogen for the Ventrue clan.
- Topic of discussion: How can this Praxis get more data on the goings on of the outsiders? Our information network is no good right now. Keeper Renoir has contacts within the Kuei-Jin, the Giovanni, and the Setites. Ms. Ricci is working on her street contacts.
- After Court, information was sent to Prince Torvik of Scavenger's actions once she left Elysium. She attempted to sell secrets of the Praxis to the Giovanni and Setites, of which she had nothing. Prince Torvik called a bloodhunt for her. Mr. Sotolongo was the first to locate Scavenger, and delivered a piece of her in a box to Prince Torvik, and after closer examination it was determined by Mr. Sharpe that is was indeed Scavenger.

- Primogen Blanchard announced that the Primogen Council has made progress on setting dates for meetings. Be sure to speak with your Primogen if you have a topic that the Council may want to address, and if you do not have a Primogen, speak with Primogen Blanchard so your voice is hear.
- An update on Influence was asked for, as a follow up from last week. Mr. Rousseau has developed some influence with the Police, through his Cafe. Primogen Jaegar has gained influence in Politics. Primogen Chemnitz is working on his clan's Legal influence in the city.
- Keeper Renoir reminded about the upcoming Phantom of the Opera Masquerade Ball on November 1st.
- Prince Torvik announced he will be attending the Primogen Council Meetings until further notice, so as to help them work on some streamlining and wishes to observe the current dynamics before making his implementations.
- Prince Torvik asked if any progress had been made with our information gathering. Mrs. Reinhart said that she has started making in-roads into society circles. Seneschal Torvik offered to assist Mrs. Reinhart with that endeavor. Mr. Campbell said he has finally got on the right side of a couple more unions. Prince Torvik reminded that gaining more influence is appreciated, but to not forget to make contacts as well.
- Prince Torvik went over six critical points that the Tower needs to be able to accomplish at will, and we discussed each and brainstormed over ways to accomplish them. Anyone that can get total control over a single point will make themselves incredibly useful. Those points are:
- 1 - Create a curfew
- 2 - Shut down the nightclubs
- 3 - Clean up the police or corrupt them
- 4 - Make drug trafficking as difficult as possible or easy
- 5 - Repair the city or tear it down
- 6 - Control of legislation

- Ms. Lillian Boulter has made contacts in crime circle NorthEast of downtown and is working on more.
- Primogen Jaegar will be hosting game night on Wednesday at Cybotrek.
- Primogen Blanchard reported that clan Toreador continues to make progress and will be installing
security cameras on all buildings we own in the Arts district, to better secure our domain and provide information to the praxis of happenings within it
- Senior Deputy Boudreaux has gained influence in High Society from the opening of his art gallery, jewelry store, and the burlesque that will be opening soon.
- Whip Cray of Clan Tremere reported that they are making sure it's domains are secure with access to all the records and recordings at UC Prospect, ghouls in the Security Force, Library, and Registrar's office,
and will continue to update security as fast as technology allows.
- Sheriff Balodis said if anyone runs into someone strange, unknown kindred, or people you don't recognize, please try to get something from them. A business card, have them write their number down for you, a picture of them or another object that belongs specifically to them and send it on to the Sheriff's office. Preferably with a note of who, what, and why as best you know. Deputy Boudreaux recently brought in a video that proved amazingly informative.
- Senior Deputy James Boudreaux, aka Azrael, has been appointed by Prince Torvik as the new Scourge. Thin bloods are not the worry, but illegal sirings are. It is the Scourge's business to know who the vampires in Prospect are and where they came from. If Azrael wishes to be kind to them, he can gently or not so gently direct them to Edwards. If any that claim to be Autarkis refuse to comply to Hospitality, then the Sheriff will deal with them. The Scourge has Prince Torvik's permission to slay anyone who sires illegally and if he chooses, destroy the childe as well. If he chooses to show mercy, he can turn the childe over to the Sheriff if they could be made useful.
- Ms. Arianna Ricci of the Roses has been selected as a new Harpy.
- Harpy Guivre Beauregard is the new Primogen of Clan Malkavian, and has stepped down as Harpy.
- Prince Torvik brought up the 6 points again from last week. The question was asked, "Who has police influence?" Whip Cray offered that if we need a blackout to impose martial law, then clan Tremere can make it happen. He also has some influence with the police.
- Prince Torvik reiterated Sheriff Balodis' point about unknown kindred in the city. He wants constant surveillance on every single kindred that is not on our records as having presented themselves. It is our safety that is the concern. Report anything suspicious to any available officer. Do not make assumptions. It would be better to get multiple reports than none at all. - Deputy Cray noted that during his patrols this week, he only found issue at the graveyard. Seneschal Torvik directed him to speak with Sheriff Balodis concerning that.
- Keeper Renoir noted her appreciation for Primogen Jaegar's Game Night he held at his Cybotrek Cafe, and reminded that if anyone or any clan wishes to host an event on a Wednesday night, and/or use Elysium for that, to please contact her to schedule. Next Wednesday will be a tribute to the band Queen, and she promised a special guest performer from overseas.
- Prince Torvik requested a casual remainder of the evening, and performances by those that wished to ensued from Keeper Renoir, Mr. Rousseau, Primogen Blanchard, Prince Torvik, and Mrs. Reinhart.
- Prince Torvik ended court with a note that next week he expects to hear progress on our control over the mortals.

- Mr. Taylor and Keeper Renoir gave reports on the event held in Edwards 18 Elysium the previous Wednesday evening. A good time was had by all, especially because of the special guest in attendance, Mr. Farrokh Bulsara
- Mrs. Reinhart announced that her business, A New Hope Gymnastics, will be ready very soon after a remodel. Further, she has made some progress on building more influence in high society circles.
- Mr. Taylor announced he is progressing on influence over some road crews and smugglers that his Mr. Abraham Santos had access to.
- Harpy Ricci has taken on the position of Whip for Clan Toreador.
- Deputy Cray announced that Vera, Sabbat of the old world Tzimisce clan, has been seen at Crossroads. Be careful if you see her, and call the Sheriff if she is spotted.
- Prince Torvik announced that the local Rack, Secrets, has been remodeled in the Underground section. The VIP Room has now become a training arena that includes a caged ring for matches.

- Scourge Boudreaux thanked everyone that was able to attend the opening of his business, the Royal Cajun Cabaret last Sunday.
- Discussion around a known Shaman named Cynthia that came to the Cabaret opening, as she is owner of a club named Pandemonium. She and her establishment will be looked into by Sheriff Baldois, and Deputy Cray.
- Deputy Cray performed a poem to end the night.

- Primogen Attendance at Council Meetings was discussed. Those clans with Primogen's not attending should look into this issue.
- Mr. Rousseau will have a Grand Opening on December 14th for the piano bar and lounge of his named, "Bourbon and Bedlam." The main floor is open to the public, while there is a private lounge for the Camarilla only.
- Prince Torvik took a look at the Council's map of designated feeding grounds, and requested it be trimmed down before putting it into action.

- Keeper Renoir reported a recent encounter with the known Sabbat member, Vera. It was within Secrets on the main public floor, where Vera spoke openly breaking the Masquerade. Prince Torvik reminded that anyone that should destroy a Sabbat member within his domain will not be punished, and could be rewarded. Anyone that breaks the Masquerade or creates progeny without his permission will be subject to final death. Report this to the Sheriff. If this deed happens in your domain, it is your responsibility. If reported to the Sheriff, you can get assistance.
- Prince Torvik spoke about the changes in hunting grounds, and how the Primogen Council is working on the approved list, and how it affected the Independents within Prospect.
- Prince Torvik also brought up his plans to phase out Edwards Elysium in the future, and make Carlton Pines Ballroom the new Public Elysium. The plans could still change, and if anyone is concerned they can contact Keeper Renoir.
- Prince Torvik spoke about how the new Gym at Secrets was built in honor of Mr. McCoy. Mr. McCoy said that once he finishes building his zoo, he will open up his gym again and welcome the praxis.

- Prince Torvik spoke about a mortal reporter from a local newspaper, Violet James, who was caught inside Secrets with a camera inside. He would like as much information gathered on her as possible.
- Prince Torvik welcomed back Ms. Jolene Addison, of clan Toreador, after her absence from the Praxis.
- Ms. Addison brought up the name of a kindred called December, as well as known as Octavia. She has a concern that Octavia is creating vampires and leaving them with no training. She spoke of meeting a childe of Octavia's in Secrets, Byron, and thought him to be Nosferatu, but he was not. There was further concern because he had a mortal girlfriend. Prince Torvik explained the situation, as it was already known to him. These are Sabbat vampires, and the Prince has already spoken with Byron. He was told to turn over his Sire, and he could leave Prospect and never return. Byron turned over his Sire as well as the location of her haven. The amount of Traditions broken is numerous. Their clan is Salubri, which is a near extinct bloodline. There was even video surveillance of Byron and his Sire from his creation at the Boardwalk, which is Giovanni territory. Octavia has not been spotted since this information has come out, and will meet Final Death when found.
- Prince Torvik spoke about how we should all be prepared to defend ourselves and not be caught unaware. While not everyone is inclined to martial prowess, some skills should be learned by all.
- Prince Torvik reminded that because so many Kindred exist in Prospect, each new addition may strengthen the Praxis, but at the same time brings us closer to endangering the Masquerade.

- Caerus Cray is spearheading work into counteracting the weather. If you have an interest or think you can assist him, contact him.
- Mikael Rousseau's opening of his bar, Bourbon and Bedlam, was a success despite the weather.
- Prince Torvik asked for everyone to find out more about an woman named Morgan Rossi. Caerus reported that she was a recovered ghoul for a Tremere named Calevaro that left town, and plans to bind her to himself. Currently, Ms. Rossi is in custody, and under investigation of a possible Masquerade Breach. Until the investigation is complete, she is not approved to be bound. Caerus was sent to investigate further, and will report back to Sheriff Balodis.
- Sheriff Balodis reported she executed Mr. Byron Obertus, with the assistance of the Anarch Assamite known as Carys. Further, she will be educating Carys in the culture of their clan, and how best to work together to protect Prospect. Prince Torvik reminded that no one needs permission to hunt Sabbat in Prospect. Every kindred within this city should find at least one way to make themselves useful to him, and those outside the Tower that do not will eventually be told to leave.
- Prince Torvik had Angie, the late Mr. Obertus' girlfriend, brought to Elysium to question her. She was offered options for her situation. She has chosen the option to be bound to someone, which is still to be determined.

- Keeper Renoir reported about an incident at the beach last Sunday where Primogen Jaegar, Mr. Taylor, Mr. Rousseau, and herself were attacked by 3 people, including a dog. Primogen Jaegar was able to successfully defend them all, although one of the three attackers got away. They were able to get a few words from one of them, so they know they were Sabbat.
- The previous Wednesday, Lionne Studios was attacked by a clay monster known as a Golem. Sheriff Balodis was present and able to defend against it, and save Keeper Renoir who has been knocked out. Both the Sheriff and Primogen Blanchard are looking into this, and in fact, Primogen Blanchard has a lead on who was controlling it. The Sheriff reported that other kindred have reported a similar sighting.
- Prince Torvik stated that we are to ramp up our policy toward the Sabbat. Anyone suspected of being with the Sabbat are to be staked and brought before him. If you are sure they are Sabbat, then kill them.
- Ms. Freja von Celle, Ventrue, was introduced and given permission to setup her business and has been welcomed to remain in the city.
- Ms. Addison is asking for monetary donations for the local hospital, as they have a lot of damage to equipment, and are short of supplies following the storm.

- There was a discussion concerning the Scourge's recent announcement accusing the Sabbat known as Terrence and Octavia of breaking the traditions. Prince Torvik made it clear what they are accused of breaking, and how the announcement is not in some attempt to locate them, but to make sure others know of the Scourge and that we take the traditions seriously.
- The next discussion concerned how neonates can get involved in Tower affairs and make a positive difference. Ideas included, but were not limited to becoming active in your clan, vying to take part in politics, form a coterie, build influence where needed in the city, bringing in information that is current and accurate,
- Anyone waiting to give a report to Prince Torvik, especially with vital information, you should seek out Seneschal Torvik to report it to. If she is not available, then the Sheriff and Keeper can also take the report. Finally, there are deputies, as well as your clan Primogen. No one should get upset that they were unable to report something to Prince Torvik, when we operate with a chain of command and if reported to any of the named officers, it will be moved along proper channels.
- Primogen Jaegar will be hosting an Open House for the Prospect Opportunity Program on Wednesday Night, including tours of the facility.
- Deputy Cray announced he is starting a new place where the dead will be honored, and offer free funerals and ceremonies. It may lead to rumors of a new cult or church.

- Court was held in the Ballroom at Carlton Pines. There has been remodeling in progress, and the ballroom has been made public to dignified members of the independent clans. Prince Torvik intends to hold most of the open courts in there now.
- Seneschal Torvik announced that although in the Ms. Silvana Vega had been asked not to come to Elysium since she departed from the Tower, she now has been granted permission to attend again, including the ballroom at Carlton.
- Primogen Blanchard has been trying to schedule a Primogen Council Meeting, and has had difficulties getting responses from many of the clans. In response to this, Prince Torvik has frozen the seats for Clan Brujah, Gangrel, and Ventrue until he is given sufficient assurance that their Primogen are doing their jobs as intended, including advising the Prince. Clans Toreador, Malkavian, and Tremere have done well at this, and Clans Lasombra and Assamite are doing their best and working on a plan with the Prince.
- Seneschal Torvik announced and introduced Mr. Heathen Taylor as the newest member of clan Lasombra, newly embraced as her childe. He is a fledgling, and thus on probationary status until released as a neonate.
- Deputy Cray introduced Ms. Morgan Renee Batista De Rossi, seeking to have her approved as a new ghoul for himself. Prince Torvik received Regent Wade's detailed report on her situation, and Deputy Cray's request was approved.
- Primogen Jaegar introduced Mr. Raul Meryuimisspaa, of clan Gangrel, requesting to be acknowledged and join the Praxis. Prince Torvik approved him, based on Primogen Jaegar's recommendation.
- Seneschal Torvik asked how our members were finding the new arena in Secrets Underground, and if they were finding training opportunities. It was decided to have a tournament, with the winner having the opportunity to take on Prince Torvik. Those wishing to take part should contact Keeper Renoir, as she will be managing the standings.
- Prince Torvik introduced Ms. Violet James as his new ghoul.
- Mr. Mikael Rousseau shared information about a potential Masquerade Breach at the hospital he learned of. Prince Torvik requested he share all of this information with the Sheriff, or one of her deputies, following the procedures we have in place.

- Prince Torvik announced that Sentinel will not be charged with a violation of the Masquerade. After further investigation, her mistakes were covered up and no damage was done. Her behavior was irresponsible though, and she has been ordered to remain out of sight of Prince Torvik. She will be allowed at Edwards Elysium and Primogen Blanchard's havens only, until she has improved enough for Prince Torvik to look upon her again.
- Prince Torvik announced that the Gangrel Primogen chair has been unfrozen. There were miscommunications that have since been cleared up. Primogen Jaegar does his job and adds to the Council, shows up and represents his clan. Clan Brujah is taking steps to appoint a new Primogen. Once they have, their chair will also be unfrozen. Clan Ventrue's chair will remain frozen, indefinitely. Primogen Blanchard said that a Council meeting has been called for this coming Monday, January 22nd, at sunset. Each Clan with a Primogen and/or Whip must be represented or speak to her beforehand.
- Keeper Renoir is hosting nightly in Carlton Pines Elysium Ballroom for anyone that would like to come socialize. This is an impetus to have something available every night. Assistance for her efforts would be appreciated. Anyone interested in being considered as the new Assistant Keeper, contact her directly and an interview will be set.
- Deputy Cray shared a poem he wrote.
- Primogen Beauregard shared that he is looking for assistance to investigate the matter of the disappearance in the hospital, and possible masquerade breach. He takes this seriously because it happened within Malkavian domain. Those wishing to help, please contact him directly.
- Mr. Campbell brought up that local gangs have been shaking up lately. Prince Torvik said it could be a sign of Sabbat activity so people should look into that, especially those with contact in the underworld. We are not interested in cleaning up the city, per se, but we should be in control of these gangs and not some other faction.

- Mr. Sotolongo came in with a complaint about the wanted poster left inside Crossroads by the Scourge. He felt due to the neutrality of Crossroads, that it is not a place for the Tower to put up postings and will be removed. Prince Torvik reminded him that Prospect is his domain, and that includes Crossroads as it is within the city. The Giovanni have been granted Crossroads as a domain, but it is still overseen by the Prince. This matter does not concern the Setites, or Mr. Sotolongo.
- Prince Torvik has released a new list of domains. Please take a look at it and review to see the most recent updates.
- Prince Torvik asked for any Tremere to speak with their Primogen, and make sure that they are being represented on the council as they wish to be.
- Scourge Boudreaux shared a message he was given the previous night. Father Cross has left the city, and St. Benedict's is being watched over by those of his kind.
- Mr. Rousseau announced that the private VIP Lounge at Bourbon and Bedlam should reopen very soon.

- Prince Torvik went over domains and the ban on entering the Crossroads. As a reminder, Mr. Sotolongo's words have created a situation of a potential Masquerade breach, and this ban is for our protection. The Giovanni no longer have any domains within the city, and Crossroads is just a building where Anarchs and Independents gather. It is not an island within the Praxis, that they could make their own rules for. The Tower does not interfere with Giovanni affairs, and hunting bans do not apply to them. If the Giovanni sell blood to a customer, than that will be considered hunting off territory.
- Prince Torvik spoke about the Anarch, Bloeden Het Droog aka 'Dutch', that came by Edwards for an introduction last Wednesday, and was told to leave the city. His status as an Anarch is not why, it is that he openly claimed to have been a member of the Sabbat, and then 'quit' the Sabbat. If he is still seen around town, we will do nothing to him unless he is breaking our laws.
- Primogen Blanchard shared a report on local gangs submitted to her from Harpy/Whip Ricci. She is waiting to get information on the Chinatown gangs still. Prince Torvik asked for her to find out the name of the leader. She currently only has his street name, 'The Angel.'
- Sheriff Balodis announced that spot check on clan domains for security concerns sometime in the near future.
- Keeper Renoir announced that Ms. Addison will be assisting her with a project. Any member of the Praxis with artistic talents should contact her for more information. Any small ability in any art form is welcome.
- Mr. Eddie Nancy was escorted by Elysium Staff to the room for an introduction. He is of the bloodline Samedi. He is a pianist, and played some songs. Prince Torvik welcomed him to the city. He will not need to hold to the hunting laws, save stay out of clan domains, as he is a walking Masquerade breach.

- Prince Torvik announced that the information link has become a trickle since his posted announcement. If court is held in the Carlton Ballroom or Edwards Elysium, then it is information that can be shared. What happens within the Inner Sanctum is to remain there.
- Primogen Beauregard brought up a security concern of a possible Sabbat ghoul trying to infiltrate the Praxis. Prince Torvik will have it investigated by the Sheriff.
- Prince Torvik is giving all Primogen the responsibility of the Tradition of Hospitality, and will meet with new arrivals from their respective clans. The Primogen will be responsible for bringing them forth for presentation at the once a month court for such presentations. If the Primogen is unavailable, an arrangement can be made with Keeper Renoir. Any outsiders brought in for presentation must be vouched for by their Primogen. Special meetings will be held if there are extenuating circumstances.
- Mr. Martino Caravelli of Clan Nosferatu has joined the Praxis, and has been named Whip.

- Prince Torvik announced that the Security leaks have not been an issue this past week. It will still be a while before a public court will be held again, as outsiders have little to add.
- Primogen White introduced the newest member to Clan Tremere, Ms. Martha Withermen. She was welcomed by Prince Torvik.
- Prince Torvik spoke about the typical agenda for each court meeting. The meetings begin with announcements, and then is open to add topics, ideas, or to converse about something of interest.
- Security is ramping up on all fronts. Our deputies are hard at work to go after traditions violations. The ban on Crossroads for all kindred of the Tower remains in place. The Setite, Mr. Alejandro Sotolongo, has threatened final death on any members of the Tower on official business at Crossroads, and states his intent to break the Masquerade there.
- The Scourge has tracked down a group of Anarchs that have not honored the Tradition of Hospitality.
- Deputy Cray announced that Mount Hope Cemetery, an area known for Sabbat to tend to claim in the past, has become active again. Some people are meeting there, and are disturbing things. It should be avoided. He will keep the Sheriff updated.
- Whip Caravelli introduced a member of clan Nosferatu, Mr. Oscar Muntz. He was welcomed by Prince Torvik. Keeper Renoir will be sending an itemized bill for any damages that were left by Mr. Muntz to clan Nosferatu to cover.
