The Archbishop of the city (and indeed, all of Nuevo Leon) is El Intocable, a Tzimisce who is, to use the technical jargon, a giant asshole. However, he's a competent, canny, and even inspiring asshole, and Mexico City regards him as integral to keeping stability in the region, as he has successfully warded off lupine intrusion into his territory for around twenty years now (twenty years ago being when he rose to power, via Monomancy).
