The Citadel of the Drowning Shore is located at the heart of the Prospect Necropolis. Built ages ago, the Citadel was used as a headquarters for the Hierarchy and doubled as a Haunt for its members. After the 6th Great Maelstrom, the Hierarchy abandoned the Citadel and the Necropolis in order to reconnoiter, finally deciding to leave the Drowning Shore as a whole to the hands of fate. Now, time has passed and the Necropolis has become a Wild West of sorts.
