Camarilla Court Timeline

The Camarilla Praxis on City of Hope MUSH has been active since at least 2013. The organic growth through the years, and now rich history and changes from what most just have read in the books.

Early Days

Prince Peter Casman (NPC) was the first known leader of the praxis of Prospect. In 2013, he named Jacob Xander as Seneschal.

During the reign of Prince Casman a treaty was made with the Sabbat to deal with a blood plague and to bring peace to the city. The treaty gave the Camarilla the Downtown and the Sabbat the Harbor. The Crossroads was established as a neutral meeting place between the two sects. This persisted for a short time but quickly the Treaty began to be ignored.

When Casman abandoned the city for parts unknown, Jacob Xander took over as Prince. During this time period, the Belvedere Elysium was blown up. Tiring of the Sabbat's blatant violation of the treaty Prince Jacob Xander rallied his inner circle to deal with the issue. Using information gained from disenfranchised former Sabbat he attacked the Communal Haven wiping out the majority of the Sabbat and sending the rest fleeing into the desert. This brought to an end the Sabbat holding any large portion of Prospect. With the Sabbat broken and on the run Prince Jacob Xander turned his eyes inward and began a short conflict with Vegard Torvik over unknown reasons. Social and influence attacks went back and forth, and finally Prince Jacob Xander suddenly fled the city.

In January 2016, the Nosferatu Shane Evans took over as Prince. With the help of Seneschal Vegard Torvik, weekly Courts were begun to be held.

The Archbishop of the Sabbat, Faqirah, was killed while attacking Sheriff LittleA. There was an explosion in which a city block is destroyed. The Sheriff died along with Faqirah. Clan Toreador had provided the explosives that caused the massive damages. When questioned the Toreador's ghoul expressed disinterest in any blame or responsibility citing that they didn't care what someone did with things they provided. The Sabbat begin a downward spiral after losing their leadership. A flurry of Archbishops are named then lost either to the Camarilla or internal schisms.

Current Times

In February 2017, then Seneschal Vegard Torvik took over as Prince, as then Prince Shane Evans rose to the call as an Archon. Courts have remained held steadily ever since.

While something may have been provided in the past they have not been retained. Since 2017, a steady flow of abridged notes hitting the highlights from each court session has been made available to all of the Praxis of Prospect, now the Imperium or Praxis of Greater Prospect, and are available below.

2017

August 18th, 2017 Prince Torvik announced that if anyone has a legitimate gripe, he wishes to hear it - no punishment from speaking your mind. Discussion about our stance toward the Sabbat will be at a future meeting. Sheriff Agate announced that Azrael has been vigilant in his duties as Deputy and with his investigation and communication with her, it has resulted in an advantage for us. Brujah Lillian has become a neonate after being released by Prince Torvik from her studies with him. Honorable mention to Silvana for her assistance as well. Congratulations to Clan Toreador for their new Primogen Madeline Blanchard & to Clan Gangrel for their new Primogen Nicolai Jaeger Amelie will hold a Casual Gathering at Edwards Elysium on Wednesday, August 23rd. Amos stated that people on the streets are angry over mortal current events. Shiori announced the bravery of Madeline, Leon, and Guivre as they saved 3 children from a house fire at their own great peril. Prince Torvik ended the meeting stating that this is a time for the Praxis to come together, and should those outside that we are cohesive. Anyone that denounces us to join our enemy will be be our enemy and will perish. August 25th, 2017 JD McCoy has left the Praxis to be the Prince of San Marcos, a city North of Prospect. His domain, CARES, is now under supervision of Primogen Jaegar. Primogen Sweetheart asked if the bloodlines and Caitiff could elect their own Primogen or if they should be seeking an existing Primogen to represent them as well. Prince Torvik clarified that as the bloodlines and Caitiff have come together and agreed on a representative, it is up to the Primogen Council to decide whether they can have a chair or not. It is not a decision the The Prince makes. The Sabbat are no longer welcome in the city of Prospect, and are to be bloodhunted and destroyed. If you have any information, send it to the Sheriff. Pictures are helpful. There was discussion of where things stand after events on Sunday night near and at Secrets. Sadly, the girl obsessed with Harpy Beauregard, and distant cousin of Jolene Addison, committed suicide. The situation with the Nosferatu named Sky is being handled. Dr. Vandrekkar is still an issue. Amelie Renoir was named the new Keeper of Elysium Scavenger has asked to be acknowledged and allowed to join the Camarilla. Discussion ensued. It was agreed to allow her in on a provisional basis as a Childe with a surrogate Sire. The Nosferatu in the Praxis will be given first opportunity to take her in. If not, then Primogen Sweetheart volunteered to do so. Wednesday night gatherings will continue for the foreseeable future. Anyone that wishes to volunteer to host one week, or if a clan together wish to host a week, please let the Keeper know. September 1st, 2017 Welcome to new members, Celeste Morel of the Malkavian Clan, and her ghoul Mikaël Rosseau, as well as Roger "Cueball" Jackson of the Brujah Clan. Prince Torvik asked if anyone thought our bloodhunt of the Sabbat is too harsh, which met with a resounding No. The Tremere named Dr. Rook (NPC) was captured last Sunday Night. She has been accused of multiple violations of the Traditions, including violated the Masquerade. Prince Torvik thanked Sheriff Baladois and the other kindred and ghouls involved in her apprehension, and have formed a team to deal with the situation surrounding The Malkavian named Dr. Vandrekkar (NPC). Sheriff Baladois has appointed Roger "Cueball" Jackson as a new Deputy. For Azrael's actions recently, he has been named Senior Deputy, and next inline for Sheriff. September 15th, 2017 Primogen Blanchard reported the Toreador are progressing on solidifying their domains and hunting grounds, in particular by purchasing several properties that were for sale, while others are being improved upon. Primogen Sweetheart reported that the Carnegie Theater, recently sold to the Setite, Mr. Sotolongo, has been shut down due to Health Code Violations. There was some discussion about the role the Nosferatu have in the Praxis and it was stated by many that they are indispensible with the role they provide us, and should be respected. Information has been received that a ship named 'The Persian Princess' from Iran will be arriving on Sunday evening. The implications are it is involved in recent events. We need people to find out why it is coming here. Keeper Renoir and Sheriff Balodois are coordinating our efforts. The Keeper is handling the tracking of information, while the Sheriff is handling anything that requires us to respond. (Update: Ship arrived on Saturday instead. Intelligence was gathered, and a letter with an invitation to the Penitentiary was received. We need people to join the group to go check it out.) September 22nd, 2017 Mr. Sotolongo has returned, having regained better health after last Sunday's events. He was instrumental in that investigation and was wounded while protecting the Masquerade. Prince Torvik spoke about the events from last weekend. In short, the ship discussed at Court last week arrived a day early, and Keeper Renoir and Mr. Rosseau were able to provide recon. That led to an invitation to a prison the next day. With the help of Seneschal Torvik, Harpy Osti, and Primogen Blanchard, to scout it out ahead of time, Harpy Beauregard, Ms. Ricci, Mr. Campbell, Sentinel, Keeper Renoir, and Mr. Sotolongo, were able to locate the staked body of former Prince Peter Casman. He was left attached to a bomb as well as a canister of the blood plague. There was an explosion, and both Sentinel and Mr. Sotolongo were injured, but were able to survive the blast. Mr. Sotolongo was infected, but has since been cured with the help of Sheriff Baladois. Prince Torvik awarded the Followers of Set their own domain within Prospect, The Carnegie Theater, for Mr. Sotolongo's service to the city. The Theater is scheduled for demolition due to other issues, whatever business that Mr. Sotolongo rebuilds on that land will be their doman. Prince Torvik is handing the topic to the Primogen Council to deliberate if trusted ghouls, (i.e.: those allowed within Elysium), should receive special consideration if traded outside of the Praxis. September 29th, 2017 Keeper Renoir is hosting a Phantom of the Opera Masquerade Ball on November 1st, 2017, in Edwards 18 Elysium. There will be musical performances, dancing, and costumes/masks. At least a mask is required to attend. Questions should be directed to the Keeper. Primogen Blanchard announced the opening of the Crown Museum and Theater Complex is now open, offering space for performances of may sorts, such as talks, meetings, presentations, fundraisers and galas. Any of the Tower wishing to use this space may do so. Grand Opening Gala will be in the coming weeks after the Masquerade Ball. October 6th, 2017 Welcome to Mr. Draegar Chemnitz, of the Ventrue Clan, the newest member of the Praxis. Mr. Nino Caravelli is the new Primogen for the Nosferatu clan, and Mr. Stanley Silverstine has been named the new Whip. Primogen Blanchard reported that the Toreador Clan continues to make strides to develop and strengthen their domains. In particular, she is proud of Ms. Ricci's research into this. The Crown Museum and Theater are now open to the public, and are available for use to the Praxis. Whip Silverstine reported that the Nosferatu Clan continues to expand its defense of the underground, and are always available to the Praxis for investigations as needed. Seneschal Torvik brought up the topic of the number of Kindred within the city. Prince Torvik said that our number one priority is the Masquerade, and once the numbers of kindred climb too high, it gets harder to enforce our law. Prince Torvik added that Mr. Sotolongo has been warned that a cap on the numbers of his clan allowed to remain within the city may come, as so many Setites have been coming here. With so many kindred, feeding grounds may become limited, and the Primogen Council is working on setting up global feeding grounds, beyond the domains for clans already, in case there needs to be a limitation on where kindred may feed. There was discussion about finding the rest of the Sabbat hiding within the city and removing them, as well as what to ask Independents to contribute somehow to be able to thus increase their numbers Primogen Sweetheart reported that the Malkavian Clan have solved the hospital domain issue, and remain the overseers of it. October 13th, 2017 Prince Torvik announced that it is mandatory for all Kindred to present their ghouls like a new childe, if one intends to bring them into our Elysiums. This will include Independents as well. If any ghoul is denied, then you will have a choice to keep them on staff and out of Elysium without any knowledge of the Masquerade, or to end their service to you. Clan Ventrue will wipe the mind of any ghoul dismissed from service at no charge. Prince Torvik announced as well a hunting ban. You may hunt in your clan domains, and at the rack. If you are caught poaching in illegal territory, you will be brought before the entire court to answer for it. The designated Rack, Secrets, is available to all. Harpy Osti, at the Hands of Hope Mission, will continue to also provide clean blood to those in need of it. Any clans who wish to get an establishment added to the approved list must petition the Primogen Council, and they will decide if your clan gets the right to open a feeding area. Ms. Vega will now be allowed to be accompanied only by her domitor, Ms. Aubrey Giovanni, into Edwards 18 Elysium, should they choose to enter. Prince Torvik pointed out the excellent job Primogen Blanchard is doing as a Primogen, as well as Acting Chairperson for the Primogen Council. Every other clan should evaluate their choice in Primogen and decide if they are really representing you or not. The topic for discussion was influence over mortals. The most important step you can take to ensure the ability to defend the Praxis and this city is to gain and utilize your influence. This is how the Camarilla wages war against our enemies. Some in the Praxis do not have any form of influence yet, and should consider it. Special interest should be paid to gaining influence over the police. Ghouls are also free to seek influence as well. Reports on progress are expected in coming weeks. October 20th, 2017 Prince Torvik announced that Scavenger, fledgling of the Nosferatu Clan, who was staked earlier this week for breaking the Second Tradition, would be released and dismissed from the Camarilla. She has been declared and Anarch, and is not allowed entrance to Edwards 18 Elysium unless invited. Primogen Blanchard is working to organize future Primogen meetings that fit the majority of the members. There may be more multiple meetings held, so that all may participate and place a vote, as schedules are difficult to coordinate. Prince Torvik will help to find ways for making agenda's clearly set, so any Primogen can view them and vote when they have time. Mr. Draegar Chemnitz is the new Primogen for the Ventrue clan. Topic of discussion: How can this Praxis get more data on the goings on of the outsiders? Our information network is no good right now. Keeper Renoir has contacts within the Kuei-Jin, the Giovanni, and the Setites. Ms. Ricci is working on her street contacts. After Court, information was sent to Prince Torvik of Scavenger's actions once she left Elysium. She attempted to sell secrets of the Praxis to the Giovanni and Setites, of which she had nothing. Prince Torvik called a bloodhunt for her. Mr. Sotolongo was the first to locate Scavenger, and delivered a piece of her in a box to Prince Torvik, and after closer examination it was determined by Mr. Sharpe that is was indeed Scavenger. October 27th, 2017 Primogen Blanchard announced that the Primogen Council has made progress on setting dates for meetings. Be sure to speak with your Primogen if you have a topic that the Council may want to address, and if you do not have a Primogen, speak with Primogen Blanchard so your voice is hear. An update on Influence was asked for, as a follow up from last week. Mr. Rousseau has developed some influence with the Police, through his Cafe. Primogen Jaegar has gained influence in Politics. Primogen Chemnitz is working on his clan's Legal influence in the city. Keeper Renoir reminded about the upcoming Phantom of the Opera Masquerade Ball on November 1st. Prince Torvik announced he will be attending the Primogen Council Meetings until further notice, so as to help them work on some streamlining and wishes to observe the current dynamics before making his implementations. Prince Torvik asked if any progress had been made with our information gathering. Mrs. Reinhart said that she has started making in-roads into society circles. Seneschal Torvik offered to assist Mrs. Reinhart with that endeavor. Mr. Campbell said he has finally got on the right side of a couple more unions. Prince Torvik reminded that gaining more influence is appreciated, but to not forget to make contacts as well. Prince Torvik went over six critical points that the Tower needs to be able to accomplish at will, and we discussed each and brainstormed over ways to accomplish them. Anyone that can get total control over a single point will make themselves incredibly useful. Those points are: 1 - Create a curfew 2 - Shut down the nightclubs 3 - Clean up the police or corrupt them 4 - Make drug trafficking as difficult as possible or easy 5 - Repair the city or tear it down 6 - Control of legislation November 3rd, 2017 Ms. Lillian Boulter has made contacts in crime circle NorthEast of downtown and is working on more. Primogen Jaegar will be hosting game night on Wednesday at Cybotrek. Primogen Blanchard reported that clan Toreador continues to make progress and will be installing security cameras on all buildings we own in the Arts district, to better secure our domain and provide information to the praxis of happenings within it Senior Deputy Boudreaux has gained influence in High Society from the opening of his art gallery, jewelry store, and the burlesque that will be opening soon. Whip Cray of Clan Tremere reported that they are making sure it's domains are secure with access to all the records and recordings at UC Prospect, ghouls in the Security Force, Library, and Registrar's office, and will continue to update security as fast as technology allows. Sheriff Balodis said if anyone runs into someone strange, unknown kindred, or people you don't recognize, please try to get something from them. A business card, have them write their number down for you, a picture of them or another object that belongs specifically to them and send it on to the Sheriff's office. Preferably with a note of who, what, and why as best you know. Deputy Boudreaux recently brought in a video that proved amazingly informative. Senior Deputy James Boudreaux, aka Azrael, has been appointed by Prince Torvik as the new Scourge. Thin bloods are not the worry, but illegal sirings are. It is the Scourge's business to know who the vampires in Prospect are and where they came from. If Azrael wishes to be kind to them, he can gently or not so gently direct them to Edwards. If any that claim to be Autarkis refuse to comply to Hospitality, then the Sheriff will deal with them. The Scourge has Prince Torvik's permission to slay anyone who sires illegally and if he chooses, destroy the childe as well. If he chooses to show mercy, he can turn the childe over to the Sheriff if they could be made useful. Ms. Arianna Ricci of the Roses has been selected as a new Harpy. Harpy Guivre Beauregard is the new Primogen of Clan Malkavian, and has stepped down as Harpy. Prince Torvik brought up the 6 points again from last week. The question was asked, "Who has police influence?" Whip Cray offered that if we need a blackout to impose martial law, then clan Tremere can make it happen. He also has some influence with the police. Prince Torvik reiterated Sheriff Balodis' point about unknown kindred in the city. He wants constant surveillance on every single kindred that is not on our records as having presented themselves. It is our safety that is the concern. Report anything suspicious to any available officer. Do not make assumptions. It would be better to get multiple reports than none at all. You can contact Keeper Renoir for verification. November 10th, 2017 Deputy Cray noted that during his patrols this week, he only found issue at the graveyard. Seneschal Torvik directed him to speak with Sheriff Balodis concerning that. Keeper Renoir noted her appreciation for Primogen Jaegar's Game Night he held at his Cybotrek Cafe, and reminded that if anyone or any clan wishes to host an event on a Wednesday night, and/or use Elysium for that, to please contact her to schedule. Next Wednesday will be a tribute to the band Queen, and she promised a special guest performer from overseas. Prince Torvik requested a casual remainder of the evening, and performances by those that wished to ensued from Keeper Renoir, Mr. Rousseau, Primogen Blanchard, Prince Torvik, and Mrs. Reinhart. Prince Torvik ended court with a note that next week he expects to hear progress on our control over the mortals. November 17th, 2017 Mr. Taylor and Keeper Renoir gave reports on the event held in Edwards 18 Elysium the previous Wednesday evening. A good time was had by all, especially because of the special guest in attendance, Mr. Farrokh Bulsara Mrs. Reinhart announced that her business, A New Hope Gymnastics, will be ready very soon after a remodel. Further, she has made some progress on building more influence in high society circles. Mr. Taylor announced he is progressing on influence over some road crews and smugglers that his Mr. Abraham Santos had access to. Harpy Ricci has taken on the position of Whip for Clan Toreador. Deputy Cray announced that Vera, Sabbat of the old world Tzimisce clan, has been seen at Crossroads. Be careful if you see her, and call the Sheriff if she is spotted. Prince Torvik announced that the local Rack, Secrets, has been remodeled in the Underground section. The VIP Room has now become a training arena that includes a caged ring for matches. November 24th, 2017 Court began with a performance of the new band made up of Prince Torvik, Keeper Renoir, Mr. Rousseau, and their newest member, Mr. Taylor Scourge Boudreaux thanked everyone that was able to attend the opening of his business, the Royal Cajun Cabaret last Sunday. Discussion around a known Shaman named Cynthia that came to the Cabaret opening, as she is owner of a club named Pandemonium. She and her establishment will be looked into by Sheriff Baldois, and Deputy Cray. Deputy Cray performed a poem to end the night. December 1st, 2017 Primogen Attendance at Council Meetings was discussed. Those clans with Primogen's not attending should look into this issue. Mr. Rousseau will have a Grand Opening on December 14th for the piano bar and lounge of his named, "Bourbon and Bedlam." The main floor is open to the public, while there is a private lounge for the Camarilla only. Prince Torvik took a look at the Council's map of designated feeding grounds, and requested it be trimmed down before putting it into action. December 8th, 2017 Keeper Renoir reported a recent encounter with the known Sabbat member, Vera. It was within Secrets on the main public floor, where Vera spoke openly breaking the Masquerade. Prince Torvik reminded that anyone that should destroy a Sabbat member within his domain will not be punished, and could be rewarded. Anyone that breaks the Masquerade or creates progeny without his permission will be subject to final death. Report this to the Sheriff. If this deed happens in your domain, it is your responsibility. If reported to the Sheriff, you can get assistance. Prince Torvik spoke about the changes in hunting grounds, and how the Primogen Council is working on the approved list, and how it affected the Independents within Prospect. Prince Torvik also brought up his plans to phase out Edwards Elysium in the future, and make Carlton Pines Ballroom the new Public Elysium. The plans could still change, and if anyone is concerned they can contact Keeper Renoir. Prince Torvik spoke about how the new Gym at Secrets was built in honor of Mr. McCoy. Mr. McCoy said that once he finishes building his zoo, he will open up his gym again and welcome the praxis. December 15th, 2017 Prince Torvik spoke about a mortal reporter from a local newspaper, Violet James, who was caught inside Secrets with a camera inside. He would like as much information gathered on her as possible. Prince Torvik welcomed back Ms. Jolene Addison, of clan Toreador, after her absence from the Praxis. Ms. Addison brought up the name of a kindred called December, as well as known as Octavia. She has a concern that Octavia is creating vampires and leaving them with no training. She spoke of meeting a childe of Octavia's in Secrets, Byron, and thought him to be Nosferatu, but he was not. There was further concern because he had a mortal girlfriend. Prince Torvik explained the situation, as it was already known to him. These are Sabbat vampires, and the Prince has already spoken with Byron. He was told to turn over his Sire, and he could leave Prospect and never return. Byron turned over his Sire as well as the location of her haven. The amount of Traditions broken is numerous. Their clan is Salubri, which is a near extinct bloodline. There was even video surveillance of Byron and his Sire from his creation at the Boardwalk, which is Giovanni territory. Octavia has not been spotted since this information has come out, and will meet Final Death when found. Prince Torvik spoke about how we should all be prepared to defend ourselves and not be caught unaware. While not everyone is inclined to martial prowess, some skills should be learned by all. Prince Torvik reminded that because so many Kindred exist in Prospect, each new addition may strengthen the Praxis, but at the same time brings us closer to endangering the Masquerade. December 22nd, 2017 Caerus Cray is spearheading work into counteracting the weather. If you have an interest or think you can assist him, contact him. Mikael Rousseau's opening of his bar, Bourbon and Bedlam, was a success despite the weather. Prince Torvik asked for everyone to find out more about an woman named Morgan Rossi. Caerus reported that she was a recovered ghoul for a Tremere named Calevaro that left town, and plans to bind her to himself. Currently, Ms. Rossi is in custody, and under investigation of a possible Masquerade Breach. Until the investigation is complete, she is not approved to be bound. Caerus was sent to investigate further, and will report back to Sheriff Balodis. Sheriff Balodis reported she executed Mr. Byron Obertus, with the assistance of the Anarch Assamite known as Carys. Further, she will be educating Carys in the culture of their clan, and how best to work together to protect Prospect. Prince Torvik reminded that no one needs permission to hunt Sabbat in Prospect. Every kindred within this city should find at least one way to make themselves useful to him, and those outside the Tower that do not will eventually be told to leave. Prince Torvik had Angie, the late Mr. Obertus' girlfriend, brought to Elysium to question her. She was offered options for her situation. She has chosen the option to be bound to someone, which is still to be determined. December 29th, 2017 Keeper Renoir reported about an incident at the beach last Sunday where Primogen Jaegar, Mr. Taylor, Mr. Rousseau, and herself were attacked by 3 people, including a dog. Primogen Jaegar was able to successfully defend them all, although one of the three attackers got away. They were able to get a few words from one of them, so they know they were Sabbat. The previous Wednesday, Lionne Studios was attacked by a clay monster known as a Golem. Sheriff Balodis was present and able to defend against it, and save Keeper Renoir who has been knocked out. Both the Sheriff and Primogen Blanchard are looking into this, and in fact, Primogen Blanchard has a lead on who was controlling it. The Sheriff reported that other kindred have reported a similar sighting. Prince Torvik stated that we are to ramp up our policy toward the Sabbat. Anyone suspected of being with the Sabbat are to be staked and brought before him. If you are sure they are Sabbat, then kill them. Ms. Freja von Celle, Ventrue, was introduced and given permission to setup her business and has been welcomed to remain in the city. Ms. Addison is asking for monetary donations for the local hospital, as they have a lot of damage to equipment, and are short of supplies following the storm.

2018

January 5th, 2018 There was a discussion concerning the Scourge's recent announcement accusing the Sabbat known as Terrence and Octavia of breaking the traditions. Prince Torvik made it clear what they are accused of breaking, and how the announcement is not in some attempt to locate them, but to make sure others know of the Scourge and that we take the traditions seriously. The next discussion concerned how neonates can get involved in Tower affairs and make a positive difference. Ideas included, but were not limited to becoming active in your clan, vying to take part in politics, form a coterie, build influence where needed in the city, bringing in information that is current and accurate, Anyone waiting to give a report to Prince Torvik, especially with vital information, you should seek out Seneschal Torvik to report it to. If she is not available, then the Sheriff and Keeper can also take the report. Finally, there are deputies, as well as your clan Primogen. No one should get upset that they were unable to report something to Prince Torvik, when we operate with a chain of command and if reported to any of the named officers, it will be moved along proper channels. Primogen Jaegar will be hosting an Open House for the Prospect Opportunity Program on Wednesday Night, including tours of the facility. Deputy Cray announced he is starting a new place where the dead will be honored, and offer free funerals and ceremonies. It may lead to rumors of a new cult or church. January 12th, 2018 Court was held in the Ballroom at Carlton Pines. There has been remodeling in progress, and the ballroom has been made public to dignified members of the independent clans. Prince Torvik intends to hold most of the open courts in there now. Seneschal Torvik announced that although in the Ms. Silvana Vega had been asked not to come to Elysium since she departed from the Tower, she now has been granted permission to attend again, including the ballroom at Carlton. Primogen Blanchard has been trying to schedule a Primogen Council Meeting, and has had difficulties getting responses from many of the clans. In response to this, Prince Torvik has frozen the seats for Clan Brujah, Gangrel, and Ventrue until he is given sufficient assurance that their Primogen are doing their jobs as intended, including advising the Prince. Clans Toreador, Malkavian, and Tremere have done well at this, and Clans Lasombra and Assamite are doing their best and working on a plan with the Prince. Seneschal Torvik announced and introduced Mr. Heathen Taylor as the newest member of clan Lasombra, newly embraced as her childe. He is a fledgling, and thus on probationary status until released as a neonate. Deputy Cray introduced Ms. Morgan Renee Batista De Rossi, seeking to have her approved as a new ghoul for himself. Prince Torvik received Regent Wade's detailed report on her situation, and Deputy Cray's request was approved. Primogen Jaegar introduced Mr. Raul Meryuimisspaa, of clan Gangrel, requesting to be acknowledged and join the Praxis. Prince Torvik approved him, based on Primogen Jaegar's recommendation. Seneschal Torvik asked how our members were finding the new arena in Secrets Underground, and if they were finding training opportunities. It was decided to have a tournament, with the winner having the opportunity to take on Prince Torvik. Those wishing to take part should contact Keeper Renoir, as she will be managing the standings. Prince Torvik introduced Ms. Violet James as his new ghoul. Mr. Mikael Rousseau shared information about a potential Masquerade Breach at the hospital he learned of. Prince Torvik requested he share all of this information with the Sheriff, or one of her deputies, following the procedures we have in place. January 19th, 2018 Court began with a song played by Prince Torvik for Seneschal Torvik, as he declared his love for her. Prince Torvik announced that Sentinel will not be charged with a violation of the Masquerade. After further investigation, her mistakes were covered up and no damage was done. Her behavior was irresponsible though, and she has been ordered to remain out of sight of Prince Torvik. She will be allowed at Edwards Elysium and Primogen Blanchard's havens only, until she has improved enough for Prince Torvik to look upon her again. Prince Torvik announced that the Gangrel Primogen chair has been unfrozen. There were miscommunications that have since been cleared up. Primogen Jaegar does his job and adds to the Council, shows up and represents his clan. Clan Brujah is taking steps to appoint a new Primogen. Once they have, their chair will also be unfrozen. Clan Ventrue's chair will remain frozen, indefinitely. Primogen Blanchard said that a Council meeting has been called for this coming Monday, January 22nd, at sunset. Each Clan with a Primogen and/or Whip must be represented or speak to her beforehand. Keeper Renoir is hosting nightly in Carlton Pines Elysium Ballroom for anyone that would like to come socialize. Prince Torvik said it could be a sign of Sabbat activity so people should look into that, especially those with contact in the underworld. We are not interested in cleaning up the city, per se, but we should be in control of these gangs and not some other faction. January 26th, 2018 Mr. Sotolongo came in with a complaint about the wanted poster left inside Crossroads by the Scourge. He felt due to the neutrality of Crossroads, that it is not a place for the Tower to put up postings and will be removed. Prince Torvik reminded him that Prospect is his domain, and that includes Crossroads as it is within the city. The Giovanni have been granted Crossroads as a domain, but it is still overseen by the Prince. This matter does not concern the Setites, or Mr. Sotolongo. Prince Torvik has released a new list of domains. Please take a look at it and review to see the most recent updates. Prince Torvik asked for any Tremere to speak with their Primogen, and make sure that they are being represented on the council as they wish to be. Scourge Boudreaux shared a message he was given the previous night. Father Cross has left the city, and St. Benedict's is being watched over by those of his kind. Mr. Rousseau announced that the private VIP Lounge at Bourbon and Bedlam should reopen very soon. February 2nd, 2018 * CLOSED COURT * Prince Torvik went over domains and the ban on entering the Crossroads. As a reminder, Mr. Sotolongo's words have created a situation of a potential Masquerade breach, and this ban is for our protection. The Giovanni no longer have any domains within the city, and Crossroads is just a building where Anarchs and Independents gather. It is not an island within the Praxis, that they could make their own rules for. The Tower does not interfere with Giovanni affairs, and hunting bans do not apply to them. If the Giovanni sell blood to a customer, than that will be considered hunting off territory. Prince Torvik spoke about the Anarch, Bloeden Het Droog aka 'Dutch', that came by Edwards for an introduction last Wednesday, and was told to leave the city. His status as an Anarch is not why, it is that he openly claimed to have been a member of the Sabbat, and then 'quit' the Sabbat. If he is still seen around town, we will do nothing to him unless he is breaking our laws. Primogen Blanchard shared a report on local gangs submitted to her from Harpy/Whip Ricci. She is waiting to get information on the Chinatown gangs still. Prince Torvik asked for her to find out the name of the leader. She currently only has his street name, 'The Angel.' Sheriff Balodis announced that spot check on clan domains for security concerns sometime in the near future. Keeper Renoir announced that Ms. Addison will be assisting her with a project. He will not need to hold to the hunting laws, save stay out of clan domains, as he is a walking Masquerade breach. February 9th, 2018 * CLOSED COURT * Prince Torvik announced that the information link has become a trickle since his posted announcement. If court is held in the Carlton Ballroom or Edwards Elysium, then it is information that can be shared. What happens within the Inner Sanctum is to remain there. Primogen Beauregard brought up a security concern of a possible Sabbat ghoul trying to infiltrate the Praxis. Prince Torvik will have it investigated by the Sheriff. Prince Torvik is giving all Primogen the responsibility of the Tradition of Hospitality, and will meet with new arrivals from their respective clans. The Primogen will be responsible for bringing them forth for presentation at the once a month court for such presentations. If the Primogen is unavailable, an arrangement can be made with Keeper Renoir. Any outsiders brought in for presentation must be vouched for by their Primogen. Special meetings will be held if there are extenuating circumstances. Mr. Martino Caravelli of Clan Nosferatu has joined the Praxis, and has been named Whip. February 16th, 2018 * CLOSED COURT * Prince Torvik announced that the Security leaks have not been an issue this past week. It will still be a while before a public court will be held again, as outsiders have little to add. Primogen White introduced the newest member to Clan Tremere, Ms. Martha Withermen. She was welcomed by Prince Torvik. Prince Torvik spoke about the typical agenda for each court meeting. The meetings begin with announcements, and then is open to add topics, ideas, or to converse about something of interest. Security is ramping up on all fronts. Our deputies are hard at work to go after traditions violations. The ban on Crossroads for all kindred of the Tower remains in place. The Setite, Mr. Alejandro Sotolongo, has threatened final death on any members of the Tower on official business at Crossroads, and states his intent to break the Masquerade there. The Scourge has tracked down a group of Anarchs that have not honored the Tradition of Hospitality. Deputy Cray announced that Mount Hope Cemetery, an area known for Sabbat to tend to claim in the past, has become active again. Some people are meeting there, and are disturbing things. It should be avoided. He will keep the Sheriff updated. Whip Caravelli introduced a member of clan Nosferatu, Mr. Oscar Muntz. He was welcomed by Prince Torvik. Keeper Renoir will be sending an itemized bill for any damages that were left by Mr. Muntz to clan Nosferatu to cover. February 23rd, 2018 Seneschal Torvik reminded that only Primogen should contact Prince Torvik directly. Primogen were asked to come to the Seneschal or Keeper first, as the Prince is very busy and there are a lot of us. All correspondence being sent to the Prince should also be CC'd to the Seneschal. Seneschal Torvik went over the steps for introducing someone new to the Praxis. This will all be clarified in a new posting. Basically the steps are: 1) Contact your clan Primogen, 2) Meet your clan Primogen, 3) Primogen notifies Keeper of the meeting, 4) Keeper will add that to her reports. Anyone without a Primogen should see the Keeper directly. If there become issues with any step, see the Keeper. Stuff happens, considerations will be made if issues arise. Primogen Boulter introduced Colin Worthington of Clan Brujah. He was welcomed into the Praxis. Primogen Beauregard introduced Yann Babineaux of Clan Malkavian. He was welcomed into the Praxis. A Deputy reported on the recent fire and dead bodies found at a warehouse on the docks. He said the situation started when he was on patrol south of First and Belvedere. He saw someone suspicious and happened upon what he believes were Sabbat feeding on a man. They ran off, and he was able to cover up the nearly dead man, after closing his wounds. He picked up the trail and that lead to the warehouse on the docks. He was able to monitor the activity from the inside and discovered a ceremony with a makeshift altar. He believes they were Setites due to the paraphernalia and decor. He witnessed one of the men have his throat slit. A battle ensued when he was spotted, which left the Deputy with heavy damage as was witnessed in court. He faced off against the Kindred there, as well as trained snakes. He was able to end them all, and destroy the scene and bodies with fire, so as to protect the Masquerade. He confirmed that Alejandro Sotolongo was not a party to this. He was able to bring a dagger back as evidence, which he has given to the Sheriff. The deputy was praised by Prince Torvik for his selfless dedication to this Praxis. Ms. Addison introduced her new retainer, Eric Matthews. He is the owner of Club Extacy. Seneschal Torvik questioned him concerning things that came up on reports into his background, and made sure he knew the chance being taken on him. March 2rd, 2018 Prince Torvik spoke on the recent official notice sent out and posted at key Kindred only locations that details the Tradition of Hospitality. There is no excuse for anyone not following it now, and no more warning will be given after tonight. Keeper Renoir read a letter recently received by her from the Anarchs. Discussion took place about how these Anarchs are breaking the tradition of hospitality. Clan Tremere Whip Ms. Sybil Chandler introduced Calevaro. He has been aligned with the Anarchs for some time now, but has chosen to join the Camarilla, as he sees this praxis is different than the one he left previously. He was accepted. Keeper Renoir presented Ms. Esther Crowe Giovanni of the Giovanni clan. She is a recent arrival in the city, and came to honor the Tradition of Hospitality. She was welcomed to the city. March 9th, 2018 Prince Torvik has named Keeper Renoir to hold a seat on the Primogen Council. She will be Primogen to represent those of no clan if they wish, and those of the bloodlines. The Council has agreed and voted in agreement on this as well. Seneschal Torvik has been appointed by Clan Lasombra to represent them as Primogen once again, until such time as one of the other Lasombra from the clan are ambitious enough to participate in that fashion. The Anarchs known by the names of Champagne LeBlanc, Farai, Latona, and Artura, have yet to present themselves, and do not appear to understand the Traditions. They asked for us to meet with them in Chinatown, as they felt it was safer than Elysium. Prince Torvik has been more than patient with them, and they now have one week to accomplish meeting the Tradition of Hospitality before penalties will be enforced due to their ignorance. The Officers of the Court are working on a new more comprehensive edict concerning ghouls. It will differentiate between ghouls with or without various knowledge of kindred, as well as the importance of your ghouls being controlled. Any Ghoul whose Domitor is not feeding their charge, it must be reported to the officers immediately. Failure to report this, and then drinks of another kindred will be under immediate investigation. Ghouls found not under your control will be disposed of. Primogen White introduced Ms. Neasa Aodh Sangster, newly arrived of Clan Tremere. She was welcomed to the city and the Praxis by Prince Torvik. Primogen Jaegar spoke of his 'Prospect Opportunity Program' and an upcoming Farmer's Market they will be holding at the end of April. Mr. Ogami Itto of the Kuei-Jin was questioned about his understanding of the Traditions, and how the Anarchs that he has been communicating with in an attempt to get them to come to honor the Tradition of Hospitality. Mr. Ogami offered to help escort them to Elysium to honor the tradition. Prince Torvik questioned Mr. Sotolongo about the Setites that were found and eliminated recently. Mr. Sotolongo had no knowledge of these Setites, and it was offered that he can petition the Sheriff to examine the dagger that was recovered if he wished to. March 16th, 2018 Ms. Addison's ghoul, Eric Matthews, has been arrested and is being held while an investigation takes place. He is charged with attempting to sell security secrets to the Sabbat. He will be kept in holding until the situation is resolved, and blood testing will occur as well as interrogation. In addition, Scourge Boudreaux's ghoul, Angie Santos, was also detained for questioning. Keeper Renoir introduced Ms. Sanja Jelenic from clan Lasombra. Seneschal/Primogen Torvik had met previously with her and vouched for her. Before she can be formally acknowledged, Prince Torvik wants her to meet with Sheriff Balodis. The Anarchs in question finally came in for an introduction to Prince Torvik last Saturday night. There were 5 of them, so encourage them into Edwards or the Carlton Ballroom and get to know them. The more we know about them, the better. March 23rd, 2018 Primogen Blanchard reported that Mr. Eric Matthews, the found ghoul who Clan Toreador introduced as Ms. Addison's new ghoul a few weeks ago, was not all he appeared to be. Prince Torvik has agreed that Mr. Matthews is now the property of Mr. JD McCoy, Independent Gangrel. Ms. Addison has been reclassified a fledgling until she recovers enough status from this incident. Clan Toreador will require any found ghoul in the future they wish to claim will be blood tested immediately. Seneschal Torvik noted how prestation was utilized in the previous incident discussed. Status is our currency, and you have to be willing to utilize it in your own behalf. Prince Torvik reminded that only Sheriff Balodis and Deputy Cray should be having any contact with supernaturals that are not of the blood. There are no sanctioned representatives to any of these groups, save for those two. If you think you have met one, report it to Sheriff Balodis and Deputy Cray, along with all data you are able. Primogen Blanchard made a report about some suspicious kindred she thought might be dangerous. Prince Torvik and Sheriff Balodis knew details about them, and found no issue with them currently. Prince Torvik reminded that if someone has proof that someone is Sabbat, they should report that, quietly. Accusing Anarchs of crimes will be taken seriously, as it would within the Praxis. Thank you for all the reports that do come in. Sheriff Balodis spoke about the Tumbleweed, a bar that is a meeting and gathering place for Independents and others just like the Crossroads was. The Tumbleweed recognizes the Praxis' might and is outside of the Praxis. That means we do not have the protections from the Praxis there. The owners protect and defend it, and Sheriff Balodis has asked that members of the Praxis, should they cause trouble or fight there, only be maimed or torpored rather than meet final death. This will not apply to ghouls. Prince Torvik said we will be discussing the topic of the recognition of the might of this Praxis and others that linger outside of the domain. Prince Torvik was asked about the recent message sent out by a Mr. Hotsuin Karasu, formerly known as Mr. Ogami Itto. He reminded that the Easter Kindred, the Kuei-jin, have the recognized domain that is Chinatown. He has no issues with how they run it there. The Sheriff added that Mr. Hotsuin has recently taken over as the lead, and his message was a simple reiteration of the rules for Chinatown for all within the city, and newer members. Ms. Addison thanked Primogen Beauregard, and Mr. Campbell, for their support of her fundraiser for the Hospital. It was a success because of their support. Next Wednesday Night's social gathering will be held at Primogen Beauregard's business, the Sybaritic Spa. Complete with therapy peacocks. March 30th, 2018 CLOSED COURT* Keeper Renoir announced that the scheduled Tournament of Champions was on hold due to lack of signups. April 6th, 2018 Held at: Token - Private Lounge Open Court Milenka, Elder of clan Lasombra, was introduced as a visitor, and spiritual advisor. Prince Torvik welcomed her to the city, and to share her tales of kindred history. Mr. Heathen Taylor of clan Lasombra, childe of Seneschal Torvik, has been released as a neonate, and has been named Whip of his clan. Mr. Hotsuin Karasu of the Kuei Jin has been named Primogen of the Eastern Kindred, and sit on the council as one of the Prince's advisors. This is a very new thing on the west coast that some Princes are experimenting with. If problems arise, the experiment will end. Recently in the news was a report of the arrest of over 400 Muslims at a local Mosque last week. The police were seeking a terrorist organization named Haqim, or an individual. Prince Torvik stated that if this event came from within this Praxis, and creating a huge amount of controversy among the mortals with this spectacle is not amusing. Whomever did this should come forward. If they do not, his judgment will be considerably less merciful. We should find out what happened in this situation. Mr. McCoy announced that his gym behind C.A.R.E.S Animal Hospital is open again to all kindred, except Sabbat. It is a location to train at. Primogen White had Ms. Withersman introduce her new retainer, Mr. Normand Oz. Prince Torvik granted permission for her to keep him. April 13th, 2018 Held at: Secrets - Arena There are several new members to the Praxis recently from Clan Toreador, Mr. Anston Hunt, and Mr. Montgomery Braddock, both acknowledged during the Wednesday Night Gathering.. There is another from Clan Toreador still to be acknowledged, as well as one from Clan Nosferatu. Neither were available to be here tonight. Scourge Boudreaux may be in and out of town in the near future. If you need him for something and cannot reach him, please leave word with Sheriff Balodis or Keeper Renoir. Ms. Penny Annie gave praise to Clan Toreador for allowing her to purchase and reside within a house that was within Toreador Domain, without asking for any payment from her. She thanked Primogen Blanchard and the rest of the clan for agreeing to this arrangement. Seneschal Torvik spoke about the tournament the Prince wishes to have held, and said we will start a round of training workshops before the tournament starts. Prince Torvik spoke about the announcement from the news last week of the Mosque Raid. Someone from the Praxis admitted to being behind it. Last night, Prince Torvik discovered that the person(s) behind it also handed out drawing of Sheriff Balodis to the police, saying that picture was of a terrorist, thus Federal Agents were called in over this. The part that upsets the most is that it was done for petty reasons. The person that admitted to it will not be seen again. When the Prince is finished dealing with that person, then he will say who it is. The issues caused have been settled with the mortal authorities and covered up. April 20th, 2018 * CLOSED COURT * Mr. Cedric Wade of Clan Tremere was arrested for breaking the Masquerade. He turned himself in and admitted his guilt. Prince Torvik stated that Mr. Wade made a costly mistake, and he has shown mercy on him because he turned himself in as the Prince promised. Mr. Wade has been sent to Vienna, and his clan will decide his fate. This led from a petty squabble into an brobdingnagian mistake, striking out against the Sheriff. Prince Torvik made it clear that anyone that moves against his officers will answer to him. Sheriff Balodis recognized Mr. Taylor of Clan Lasombra for insuring with his influence, that Mr. Wade safely and securely has been transported to Vienna. Seneschal Torvik reminded, as we have so many new people, that we have a chain of command as policy. Your first contact is your Primogen, and will escalate it up the chain if needed. As the Seneschal tends to be very busy, Keeper Renoir can also act if escalation is needed. You do not get an audience with the Prince without going through the Seneschal or Keeper - unless you are the Primogen - but you should still try to contact the Seneschal or Keeper first. To ensure we have enough time for all important topics in Court, the Seneschal reminded that each Primogen should contact the Keeper to let her know if you have an introduction for the next Court. That will ensure there is proper time allotted. There is no way around Neither this policy or the one in the previous point has a way around it. This is to ensure that the Prince does not have to deal with things that your Primogen can handle, and saves his time for the things on a much larger scale. These rules have been posted and everyone is expected to abide by them. If you do not, the harpies will be informed. The subject of ghouls was spoken about, and how teaching them the ropes is a tough job, and some are tougher than others. The ghouls within the Praxis with experience should help pass on the basics to the newcomer ghouls. Consider well if you need a ghoul. April 27th, 2018 * CLOSED COURT * Lasombra Whip Taylor announced that Mr. Mikael Rousseau was no longer in the service of Ms. Morel, Whip of the Malkavian Clan, and they had made an agreement for Mr. Rousseau's transfer to Whip Taylor's service. This highlighted that before such deals are made, one must inform Prince Torvik, as well as the Primogen of the clan(s). Mr. Phoenix has been selected by Clan Lasombra as their new Primogen. Ms. Holly Penny has been selected by Primogen Beauregard has his new Whip for the Malkavian Clan. Primogen Beauregard announced his new retainer, Ms. Alissa. Prince Torvik officially approved her. The Wednesday Night Gathering next week will be an homage to Hollywood films, and scenes will be acted out, including some surprises within. He can shape change, so be careful if you do come across him. Leave in some way, and do not accept anything from him or enter any deals. Prince Torvik added that being caught dealing with Supernaturals without explicit permission is a violation of the Masquerade. May 4th, 2018 * OPEN COURT * Prince Torvik announced that new arrivals have two weeks to report to the Keeper and get registered. Failing to submit to the Tradition of Hospitality is a violation. If anyone has contacts that think they can skirt the rules within Prince Torvik's Doman, let them know. Open Court is only held once a month, so they merely have to report to the Keeper to be scheduled. Not have a meeting with the Prince within two weeks. The independent clans and the Kuei Jin are not included in this announcement. For all those outside the Tower, Prince Torvik announced that Mr. Cedric Wade, of Clan Tremere had been found guilty of breaking the Masquerade in his attempt to further a personal plot directed at Sheriff Balodis, including sending Federal Agents after the Sheriff. He was not subjected to final death because of his past history and status among us, as well as his attempts to correct the breach. This is a warning to protect everyone else, do not go against the Sheriff. Mr. Elijah "Ilias" Hemingway has been chosen as Primogen for Clan Ventrue. Primogen Guivre Beauregard apologized to the Praxis for his use of Dementation within Elysium to assault Primogen Caravelli two nights ago. Whip Heathen Taylor announced the good partnership between Whip Martino Caravelli and Primogen Beauregard to stop and apprehend an individual inciting a riot that was directed toward Edwards Elysium. Keeper Renoir backed up his announcement, and praised the respect they showed each other and problem solving skills, all without resorting to a combative situation. Both are assets to the Praxis. Primogen Blanchard introduced a returning Toreador to the Praxis, Ms. Ophelia "Onyx" Nixon. Prince Torvik welcomed her back. Primogen Hemingway invited anyone that has business from grievance's, praise, or outstanding debts with Clan Ventrue to approach him over the next month, so he can personally take care of them. If you cannot reach him directly, you can coordinate with Keeper Renoir for a time with him. Mr. Eddie Nancy of the Samhedi blood line came before the Court to ask to join the Praxis. The Prince denied the request at this time, while his application is reviewed and a list of conditions is prepared and sent to him. Once they are met, Prince Torvik will revisit his application. Whip Taylor brought up an incident in which he felt Mr. Nancy owed an apology to Ms. Constance Osti. Prince Torvik thanked Whip Taylor for bringing that to his attention. Mr. Virgil Thorne of the Followers of Set came before the Court to introduce himself, and gain permission to remain within the Prince's Domain. Prince Torvik gave him probationary permission to remain, on the condition he makes himself useful to the city in some way. May 11th, 2018 * CLOSED COURT * The Primogen Council met this week, and Prince Torvik announced that he vetoed one of the issues that they voted upon concerning creating additional harpy positions, and installing two members of the Praxis into those slots. Hopeful harpies are to have a chance to lobby the Praxis for support, and apply for their bid to become a harpy before any appointments will be made. Prince Torvik announced that any kindred holding more than one title, aside from the special cases of the Sheriff or Keeper, as well as Deputies, should start planning ahead to reduce to only one title, especially in clans that are vibrant within the Praxis. It will be held on May 20th at the Crown Theater complex. The Praxis is all invited to attend, as well as perform, or donate goods for a silent auction. Keeper Renoir introduced a new arrival, seeking to join the Praxis, Mr. Edgar Smith of clan Tzimisce (Antitribu). After some discussion of his background, Prince Torvik asked for a blood test first, before he accepts him into the Praxis. May 18th, 2018 * OPEN COURT * Reminder again that any kindred that come into the city have two weeks to contact Keeper Renoir via any known communication medium. After that, they are subject to penalties. This applies to kindred outside the Tower. Prince Torvik announced he met with Ms. Anezka Novacek, Sabbat Bishop from Tijuana, after she was seen in Secrets twice this week, unannounced. He met with her personally, explained his zero tolerance policy in regards to the Sabbat within Prospect. She left right afterwards. She was allowed to leave because she has shown to be more diplomatic than other members of her sect. Some discussion followed, with Sheriff Balodis shared that Ms. Novacek was not a direct threat to us, offering to share more information in private, as it was not suitable for public consumption. Prince Torvik introduced a new policy concerning ghouls. Kindred in the city would be limited to one enlightened ghoul, that being one that knows of the existence of the Masquerade. Exceptions would be for officers, and those that apply to the Sheriff for special consideration. Lengthy discussion followed, including having the Primogen Council deliberate this policy. All ghouls that are enlightened are to be registered with Sheriff Balodis. Mr. Brice Godelieve has changed his name to Mr. Aeron Darce, and seeks assistance from others within the Praxis to obtain new documentation for his new identity. Prince Torvik requested that he submit to a blood test conducted by Sheriff Balodis before his membership in the Praxis can be approved. Ms. Brooks reminded about the Charity Gala clan Toreador is hosting on Sunday night. It is to benefit the local fire & police departments for injured members. Any donations for the silent auction, performances, or just attendance is appreciated. May 25th, 2018 * CLOSED COURT * Prince Torvik went over the Second Tradition, and how the Traditions are not his laws, but our laws, what the foundation of the Camarilla. Do not be surprised if someone that violates any Tradition is treated very seriously. If it is found to be one of your clan and you did not let her know, it will affect the clan as a whole. The question was raised by Prince Torvik if perhaps shifters were behind these reports, as that would be a violation of the Masquerade. June 1st, 2018 * OPEN COURT * Prince Torvik reminded that if a clan or an individual make any changes that would affect the Praxis, it is expected that all officers of the Court be notified of those changes before they take place. Receive approval and there will be no issues. Alterations to the status quo will cause issue when done in a vacuum. Reminder to stay within your authorized feed grounds. Remember that Secrets is open to all kindred, where the underground is the Rack. If caught feeding outside your authorized area, punishment will occur that could range from banishment from the city to final death. This does not pertain to inside your own haven. Domain is a serious issue, and those that have recently requested suburbs of Prospect have been and will continue to be told 'no'. Do not claim a Domain without the power to hold it. There is a legitimate process for creating a court, and establishing a territory in the name of the Camarilla. Failure could bring upon unwanted individuals from other Sects or Supernaturals. June 8th, 2018 * OPEN COURT * There was a short discussion about the new policy concerning ghouls that Prince Torvik announced on May 18th, 2018, during Court. The subject of the Sheriff and what her duties and powers were discussed. Bottom line being, cooperate if arrested. Mr. Oleksiy Druzyna, of clan Tzimisce, was welcomed as a member of the praxis by Prince Torvik. Whip Taylor, of clan Lasombra, gave an account of events that happened at Hands of Hope Mission in recent days concerning several Sabbat shovelheads that attacked. Sister Constance Osti, Primogen Hemingway, and Mr. Rousseau were present when this incident took place. Further reports are due to come in. Prince Torvik stressed that the quicker the Sheriff and deputies are involved and an investigation commences in such situations, the better. Prince Torvik was pleased that several members of the tower were able to come together to fix the situation. Keeper Renoir praised Whip Witherman of clan Tremere, and Whip Caravelli of clan Nosferatu for hosting the Wednesday Night Gatherings during the past two weeks. Primogen Beauregard, of clan Malkavian, announced there is a new member coming to the city by the name of Ms. Kashmir Smith. June 22nd, 2018 * CLOSED COURT * The reason for the mandatory blood testing announced last week was due to finding that a Baali had infiltrated the Praxis under the name of Montgomery Braddock. Baali are a serious issues, and very dangerous - exceeding the Sabbat many times over. Mr. Braddock is still at large, and will be caught shortly by Sheriff Balodis, and Primogen Blanchard. Anyone that has not already submitted for the blood test has until June 27th, 2018, to do so, or will be removed from the Praxis. Prince Torvik said, "I am not going to name any names, you and I know who you are and you've been given the chance to correct your mistake and do not allow it to be said that I am not forgiving of passionate speech and misconceptions of your rights. When I give a command.. make a request.. tell you to do something... anything that remotely sounds like I just ordered you to do something. It must be done. There are no rights that you have, that allow you to refuse an order that I give you. The second tradition is clear on this. You do not get to tell me... no. I have no plans to punish anyone at this time, but this warning will serve as the final warning I will give. This is in fact an absolute monarchy. This isn't a democracy, it's not a republic. Primogen Hemingway presented Ms. Rikona Hino, his ghoul. She was welcomed by Prince Torvik. Primogen Boulter introduced Mr. Seamus "Goliath" McCree, of clan Brujah. He was welcomed by Prince Torvik. Primogen Blanchard announced that she has taken on Ms. Angie Santos as her ghoul. Prince Torvik approved of the transfer. Mr. James "Azrael" Boudreaux has had to leave from the Praxis for an indefinite amount of time to handle matters outside the Praxis, thus we are lacking a Scourge. If anyone feels they understand the job fully and have the skills, they should apply. Primogen Beauregard gave a report on recent events surrounding what is assumed to be a gang of Anarchs. The group has been disrupting shipping into and out of the city. Discussion followed with bits added from various members of the praxis that were present for one or both nights of the events. The Prince and Sheriff will be keeping an eye of the situation, and will act as they feel necessary. He also said not to refer to the Anarchs with the word 'prince', as they are calling themselves. It tarnishes the Tower by continuing to use it. Prince Torvik thanked Mr. Oleksiy Druzyna for his report on the recent events he submitted, as well as Mr. Heath Taylor for sharing information as well. He is appreciative that so many have stepped up to the forefront to assist with the Anarch situation. July 6th, 2018 * CLOSED COURT * Prince Torvik congratulated Primogen Hemingway and Keeper Renoir for the new Emerald Plaza, which he named as a symbol of a modern age of the kindred of Prospect, and that it exceeded his vision for such. Primogen Hemingway thanked Prince Torvik for his hospitality and praise for the Emerald Plaza, and recognized Harpy Smith, Primogen Caravelli, Primogen Beauregard, Whip Taylor, Mr. Hardwick, Ms. Addison, Primogen Boulter, and Scourge Withermen for their roles as well in the success of the Emerald Plaza. They hope to make it a focal point for Camarilla and Mortal Business within Prospect. Ms. Addison announced a Gala at the Crown Museum on July 15th, in support of the opening of a new Art Exhibition. It will be open to the public, and there will be a special performance from Prince Katharina von Starhemberg of Idyllwild with Mr. Rousseau. Harpy Smith announced that he will now be serving as Court Harpy, and despite the Primogen Council's vote of 'no confidence' in Harpy Ricci, she will remain as a harpy, alongside Harpy Floyd and Harpy Horton. The harpies have agreed that the Domain will be served by opening two additional chairs at least, and on recommendation, Mr. Jefferson Hardwick, of clan Nosferatu, has been called to serve in one of them. Mr. Hardwick accepted the position, and Prince Torvik congratulated him on the new position. She shared news of her clan that Countess Daphnne Reinne de Cunningham, of the Idyllwild Coterie Elders, has joined the Praxis, and Karl von Waldersee, has returned to the city. Jolene Addison reminded, on behalf of Clan Toreador, of the Art Exhibition opening this Sunday, July 15th, at the Crown Museum. Primogen Martino Caravelli, of the Nosferatu, spoke of Harpy Jefferson Hardwick, and how pleased the clan is with his new position among the Harpies. Primogen Hotsuin Karasu addressed the court to apologize to Primogen Blanchard for his recent words to Harpy Gladys Horton, that belittled her and the council. He reminded that any who come into Chinatown, which is the domain of the Kuei-jin, need to be aware of what is going on around them. As of late, there have been more matters they have been dealing with from those that are not who or what they come across as. The Kuei-jin are striving to keep their domain safe. There will be a time during each future court where if you have produced some form of art, that has been pre-checked with the Keeper, it can be shown off and added to the Elysium. This can gain recognition and respect among the Elders. Prince Torvik brought up the topic of what 'Dirty Laundry' is, and who is qualified to air it. Countess Daphnne Cunningham responded that only the Prince and the Harpies are to do so, as dirty laundry are private matters whose public exposure bring distress and embarrassment. The Prince settles disputes in the Praxis, as he is the one in the proper position to be judging others. Harpy Hardwick shared his thoughts as well, adding that by keeping it to the harpies and Prince, it should in theory cut down on disputes, and keep civility and composure. Prince Torvik recommended to the harpies that Countess Daphnne Cunningham be considered as a candidate for harpy, as she is well versed and knowledgeable of our customs and etiquette, a well respected elder of Clan Ventrue and a charming socialite. July 20th, 2018 * CLOSED COURT * Prince Torvik announced that he has stripped Primogen Brittney White of Clan Tremere of all her domains. Clan Tremere may not bring in any new clan members to Prospect, and there will be no permission to Sire granted. This is due to his displeasure with her work against Prince Torvik, and further sanctions will happen depending on her response to his decision. Sheriff Torvik announced that Ms. Constance Osti, Primogen Guivre Beauregard, Whip Heath Taylor, and Primogen Lillian Boulter are all approved Deputies now. Support them in their work, and feel free to speak to them when she is unavailable. Keeper Renoir asked for topics to be submitted for an upcoming Salon. An announcement for its opening is forthcoming. October 26th, 2018 * OPEN COURT * Whip Addison invited the Court to join clan Toreador for the opening of Unhallowed Grounds. It will be a Victorian era masquerade themed party, costumes not required. It will be held on November 14th. Eastern Primogen Hotsuin announced the holding the domain of Market and 1st streets, as well as Market and 2nd. Those with homes or businesses in that area should setup a meeting with Whip Hotsuin, the Minister of Justice for the Autumn Lotus Court. They shall also hold an Autumn event on November 27th in Chinatown. Keeper Renoir introduced Mr. Dog of the Kiasyd, and Ms. Natalee Tempest of the Daughters of Cacophony, both new to the city and seeking membership within the Praxis. After passing the blood testing, they can be welcomed into the praxis. Primogen Giovanni introduced her cousin, Dr. Pietro Giovanni. Prince Torvik reminded all to be extra patient with those that do not quite understand why we are a liberal praxis, and tolerant to a point. As a member, simply obeying the Traditions is insufficient, you must enforce them as well. That could mean a simple phone call to a deputy. By and large, most all understand this and work well here. He thanked everyone for that. Seneschal Balodis announced that the ban on Crossroads will be lifted for only the Officers of the Court, including the Primogen. Upon further review, a decision will be made about the rest of the praxis. Seneschal Balodis spoke of a woman named Leah, who is claiming to be a Camarilla Brujah. She wanted access to our domain, and bargained as an acknowledged member. She is not a vampire or ghoul. She is a Wraith within a zombie body. This Masquerade breach cannot remain, but killing her will be more difficult. While those with the knowledge and skills work on this, if she does approach you, turn her away and do not speak with her. Treat her as a mortal and do not share any information. November 9th, 2018 * OPEN COURT * Seneschal Balodis announced that Vera, the Tzimisce Bishop from outside the area, has been making herself known in Prospect again. Her destruction is approved of, so long as you do not breach the Masquerade. Prince Torvik added that this extends to any known members of the Sabbat found within Prospect. If you make a mistake and the person is not Sabbat, then you will answer to the Prince. Rebekah of Clan Toreador, came for an introduction. She was asked to comply with a blood test before being allowed to remain within Prince Torvik's Domain. Ms. Madison Bailee Lee of Clan Brujah, came for her introduction and acknowledgement in the Praxis. Pending her blood test, she will be welcomed within the Praxis. Mr. Campbell of the Caitiff, introduced his new ghoul, Ms. Aurora Durnam. Prince Torvik welcomed her. Whip Taylor of the Lasombra spoke of a new member of his clan that has arrived in the city, a Ms. Delphine Beaumont. She is a bit nervous, and would like to schedule an appointment with the Prince for her introduction outside of the Court. Prince Torvik agreed. If you would like to perform with him, let her know as soon as possible. Primogen Blanchard reminded about the upcoming 'Once Upon a Time' Gala, Sunday December 2nd at the Crown Museum. Proceeds to benefit the Children's Cancer Ward at Prospect Memorial Hospital. It will be open to the general public, and will include a silent auction, and performances. Prince Torvik spoke about the harpies, and asked that they find a way to schedule one of them to be at Court each week, or we need to get a new harpy added that can be present each Court, aside from Gladys. Prince Torvik announced that the Sabbat known as Vera is not only still in town, but she is attempting to purchase properties. Prospect is a Camarilla city, and Vera is highly annoying and while not particularly dangerous, there are to be NO Sabbat within Prospect so long as our sects are at war and the area is held by the Camarilla. Prince Torvik spoke of how a bulk of domains have been worked out during the past year. By this time next year, his goal is that each of us should have our own territories, at least those that are capable of holding them. Monitoring our own domain effectively is us doing our part to keep the city secure as a whole. It is part of our responsibility to the Prince. November 23rd, 2018 * CLOSED COURT * Seneschal Balodis announced that there are vacancies to be filled amongst the Harpies. If anyone is very familiar with prestation and the protocols of the Camarilla, they should take this opportunity. These positions should be going to our most active socialites in the know. A miscommunication was explained by Mr. Wade, and this will be tabled for a future Court, should Primogen Quinn decide to bring it up once he has met further with Mr. Wade and Ms. Buchanan. December 14th, 2018 * CLOSED COURT * Sheriff Torvik asked Mr. Oleksiy Druzyna to share an update on his latest project. He gave an overview of how he spearheaded a mission to capture a Sabbat known as Yuri, out from Tijuana. He was a traitor to Mr. Druzyna's master, and involved in the destruction of the village where he resided previously. Scourge Withermen has been helping with the location, ID and tracking, and he had Primogen Aubrey Giovanni assistance through her contacts, and backup from Primogen Devin Quinn and Primogen Raul Meryuimisspaa to ensure an escape from Tijuana with the traitor once captured. This Sabbat is currently being held within the holding cells of the Praxis, and interrogation has begun. More information will still be coming in future weeks. Keeper Renoir passed shared information given by an Anarch Tzimisce known as Zoe. She told of a pack of feral Gangrel just outside the city limits. She will be reaching out to Primogen Meryuimisspaa, and Scourge Withermen to let them know, and will work to keep them outside the city. Seneschal Balodis spoke about the rumor circulated this week on the Tremere Year to Date. Primogen Giovanni wanted it to be known that the Giovanni are constrained in how they interact with the Camarilla. She is a businesswoman, and sells services with we can purchase. If someone pays for it, it does not mean that they support or condone their actions. Harpy Cunningham announced the opening night of the exhibit at the "Golden Sunset Galleries" presenting works of Michelangelo's Sistine Chapel. It will be held December 23rd, with an auction of some rare artwork and artifacts. Sister Constance Osti and Whip Jolene Addison will perform, as well as Lady Katharina von Starhemberg, Prince of Idyllwild. December 28th, 2018 * OPEN COURT * Primogen Hotsuin would like all to know that the Marici Buddhist Temple is now open. It is a Tangmi Buddhist Temple, or Esoteric Buddhism, based around Pure Land doctrine. It is open to all who seek spiritual balance and enlightenment." She swipes to the next part. "As well, the Shangye Shinsha, or the Shinto Shrine in Shangye District is holding a New Year's Day Ceremony. All are welcome to come, its free to attend, but donation are always welcome, money goes to the Shrine and the community. If anyone wishes to have blessings for the new year, they must purchase talismans from the shrine to have them blessed by the Priest and the Shrine Maidens. Harpy Cunningham announced the addition of two new Harpies, Keeper Renoir and Sheriff Torvik have been welcomed to join. Keeper Renoir added that Whip Druzyna will continue to serve in his position and handle the Primogen duties for the Otherwise Unrepresented until the next Primogen Council meeting when it can be decided what to do with that position, and supports choosing him to replace her. Prince Torvik encouraged others within that group to step up as well if they are interested. Keeper Renoir asked Mr. Amos Campbell to introduce the fledgling they found a previous night. Ms. Paige Sands, a victim of an illegal siring. It has been determined by Scourge Withermen, that it was a Ravnos that did so. Prince Torvik called for a Blood Hunt on the Ravnos that did this. Responsibility for Ms. Sands is yet to be determined, although Mr. Campbell has expressed interest, as has Whip Druzyna. Prince Torvik will be kept appraised of what is decided for her amongst those interested in being her adoptive Sire. Prince Torvik spoke on the subject of boons, and how the subject has come up that some members are not clear on when to request or offer a boon. Simply put: When you do someone a favor, record it. Discuss the fact that it's a favor. If you have an issue with someone's definition of how much a favor is worth, speak to a harpy. They are eager to talk to you. The harpies are the arbiters of all disagreements concerning boons and the penalty is normally a significant loss of status if found to be less than honorable by the harpies.

January 4th, 2019 * OPEN COURT * Prince Torvik announced that the new Caitiff, Ms. Paige Sands, has been settled with a surrogate Sire. The blood hunt continues for her Sire, and needs to be brought to bear for his crime. Later in the evening, Mr. Amos Campbell arrived to announce that he was the surrogate Sire. Whip Druzyna presented Mr. Boone Hardin, a Gargoyle. Prince Torvik gave permission for him to remain in Prospect and would be welcomed in to the praxis, pending a blood test. Primogen Blanchard presented Mr. Jackson Abioye, a ghoul of Ms. Wendy Lacourtia of Clan Toreador. Ms. Lacourtia needs to meet with Prince Torvik in person if she wishes to be acknowledged within his Domain. An appointment can be made to meet. January 11th, 2019 * OPEN COURT * Keeper Renoir thanked all that attended the Rave Party, and that assisted during the Sabbat Gang attack. She named Seneschal Agate Balodis, Scourge Martha Withermen, Primogen Madeline Blanchard, Primogen Phoenix, Primogen Wade Taylor, Whip Caerus Cray, Whip Heathen Taylor, Whip Oleksiy Druzyna, as well as Ms. Arianna Ricci, and retainer Mr. Mikael Rousseau for helping defeat and capture those that attacked. Ms. Paige Sands, retainer Ms. Angie Santos were present, and retainer Ms. Silvana Vega assisted with the injured guard. Seneschal Balodis spoke about a recommendation that everyone consider what service and/or benefit the city gains from their presence. Any clans that does not have a specific deal with the Tower, why should you remain? Prince Torvik added that those that call themselves Anarch in his Domain are not entitled to anything, and in fact owe him for allowing them to remain. Primogen Aubrey Giovanni introduced her cousin, Ms. Inka Pisanob to the Court. Primogen Hotsuin Karasu introduced his cousin, Ms. Hotsuin Tora, and a retainer, Ms. Imamura Sayuri to the Court. Prince Torvik gave permission for them to remain. Primogen Guivre Beauregard gave a report on the Toreador Retainer, Mr. Jackson Abioye, and the circumstances known so far of his injuries and his domitor's final death. Mr. Abioye is to remain on house arrest with Primogen Madeline Blanchard until such time as the investigation is settled. January 18th, 2019 * OPEN COURT * Mr. Cedric Wade of Clan Tremere announced that he will be leaving the Praxis of Prospect to claim the city of Carlsbad as his domain. Everyone from here is welcome to visit, and any that wish to live there should speak to him about a domain of their own. Prince Torvik stated for the claim to be acknowledged, that Mr. Wade must drink from the chalice brought to him. Mr. Wade did so, and Prince Torvik gave his blessing on his claim. Prince Torvik claimed the territory of Southern California for his own empire, joining together Prospect with Carlsbad and Idyllwild. Prince Katharina von Starhemberg present as well, she too was offered a chalice to drink from, and she offered her support of Prince Torvik's claim. This changes the titles for the Prince's. Now known as Imperial Prince Torvik, he named the others Duke Wade, Duchess Starhemberg, and named Sheriff Torvik the new Duchess of Prospect, who also drank from her own chalice. Duchess Torvik announced she would keep all the officers the same under her rule, and then named Whip Heathen Taylor of Clan Lasombra as the new Sheriff of Prospect. Keeper Renoir introduced Mr. Ashur Calhoun of Clan Gangrel, a newly arrived Autarkis. Duchess Torvik thanked him for respecting the Tradition of Hospitality. Whip Druzyna introduced his new retainer, Ms. Elena Vulpes. January 25th, 2019 * OPEN COURT * Primogen Beauregard introduced both Ms. Lotte Oswald, (former Camarilla, but agreed to return to membership), and Mr. Theodore Murphy, both of Clan Malkavian. Both were told to submit to a blood test, and both agreed. Primogen Beauregard took responsibility for Ms. Oswald during her transition back into the Tower. Seneschal Balodis introduced Mr. Maxim Yashin, Banu Haqim of Clan Assamite. Pending a blood test, he will be accepted by Duchess Torvik. Court Harpy Cunningham introduced her retainer, Mr. Gregory Thomas Durant. Duchess Torvik welcomed him. Duchess Torvik spoke eloquently of Imperator Torvik's looking further beyond what was expected, and how we should adopt the motto from Spain of 'plus ultra' and take it to heart in all that we do. February 1st, 2019 * CLOSED COURT * Seneschal Balodis announced that Ms. Martha Withersmen of Clan Tremere has stepped down as Scourge, and Mr. Wade Taylor of Clan Brujah will take her place as Scourge of Prospect. Imperator Torvik announced that Whip Franchesca von Brandenburg of Clan Ventrue will take over as Primogen as Mr. Ilias Hemingway has stepped down. Keeper Renoir announced that after a vote of the bloodlines and otherwise unrepresented, Mr. Oleksiy Druzyna has been chosen as the new Primogen. Primogen Martino Caravelli of Clan Nosferatu introduced Mr. Andrew Kiernan to be acknowledged. Seneschal Balodis welcomed him to the Domain, pending a blood test. Keeper Renoir announced that she now has full ownership of the Emerald Plaza, and it is open for the Praxis to enjoy, as well as office space, and residences. Primogen Blanchard announced the grand opening of her Kindred only Lounge and Conservatory at the Crown Museum for the coming Wednesday, with the Keeper's grace. February 8th, 2019 * OPEN COURT * Keeper Renoir introduced Mr. Lorenzo Costa, of Clan Gangrel, member of the Idyllwild domain. He wished to make himself known in Prospect so he could visit, honoring Hospitality. Keeper Renoir introduced Mr. Malekith Northman, of the Kiasyd bloodline. Duchess Torvik explained that Primogen Phoenix and Whip Taylor of Clan Lasombra will represent him, and that a blood test is required. If he passes that, he will be welcomed to join. Sheriff Taylor announced that due to recent events, blood tests will need to be completed between the time a new kindred arrives in town and before their introduction in Court. There are 3 available for testing, Deputy Martha Withermen, Deputy Caerus Cray, and Seneschal Agate Balodis. Additionally, those that have not had their blood test still since the testing was implemented has until next Friday, February 15th, 2019, before deputies will be actively seeking them out. This can be a protection as well in case of accusations of being a member of the Sabbat and there was proof that it is untrue. Sheriff Taylor announced the death of Mr. Raul Meryuimisspaa, thus the vacancy of the Gangrel Primogen seat. Duchess Torvik announced the opening of another Elysium within the city of Prospect. It will be at the Crown Museum, and Primogen Madeline Blanchard of Clan Toreador will be serving as Assistant Keeper of it, and protector as it is her territory/domain, and will work with Keeper Renoir as necessary. February 15th, 2019 * OPEN COURT * Keeper Renoir introduced Mr. Fedor Vasiliev of the Old Clan Tzimisce. There are more questions to be answered before any decision is made. Primogen Taylor introduced the Anarch, Yamani Old Tree, and her retainer, Victory Red Feather, of Clan Brujah. She was seeking permission for her retainer to provide operate in the area, and offered some assistance from her in return. It will be up to Primogen Taylor. Imperator Torvik will give him approval to remain after he has met all of his clan that are members of the Praxis, including the Warmaster of Idyllwild. Keeper Renoir makes it known that she has appointed Ms. Vivianne DeSault back to her position as Assistant Keeper over Edwards 18 Elysium, while working closely with the Keeper. February 22nd, 2019 * CLOSED COURT * The Independent Gangrel, Mr. Eric Matthews, was detained for questioning concerning a picture shown. Sheriff Heath Taylor and Deputy Caerus Cray escorted him out. Keeper Renoir introduced Ms. Raisa, Elder from Idyllwild, Clan Gangrel, come to seek permission to remain in Prospect to assist her clan. She submitted to a blood test before Court. The Imperator welcomed her to Prospect. Keeper Renoir introduced Ms. Bonnie Anne Davis, Clan Gangrel, come to seek acknowledgement as a member of the Praxis. She submitted to a blood test before Court. The Imperator welcomed her to Prospect. Scourge Taylor announced that he is looking for the one known as Cleo, of the Setites. She tried to deceive the Tower and any harboring her will answer to him, as she is considered an enemy of the Tower. If found, call him immediately. If she turns herself in, that would be considerably better for her. Keeper Renoir announced that improvements have been made within the Ballroom at Carlton Pines Elysium, with new Alcoves added on the second floor balcony specifically for the Gargoyles, as well as expanded seating for whomever would like to join them. It will no longer only be restricted to dignitaries. March 1st, 2019 * CLOSED COURT * Primogen Brandenburg introduced Mr. Cinaed MacAlpin, of Clan Ventrue for acknowledgement. He submitted earlier to a blood test with Deputy Cray, and was vouched for by his Primogen. He was welcomed by the Duchess to Prospect. After all the issues he had at previous Courts with his behavior, as well as outside of Court, she gained the approval of the Imperator, and then summoned him to Chinatown at a location provided by Primogen Hotsuin. With the assistance of Sheriff Taylor and Mr. Rousseau, Mr. Darce was staked, and his retainers retained by Primogen Blanchard. March 8th, 2019 * CLOSED COURT * Pleasant news was shared, including the success of the Mardi Gras celebration at Bourbon & Bedlam, hosted by Mr. Rousseau. Assistant Keeper Desault was thanked for her care for Edwards 18 Elysium, after she spoke of how she enjoys and appreciates her appointment there. Imperator Torvik had a series of announcements. They were as follows: Mr. Eric Matthews, the Independent Gangrel, was released after an investigation last week. Those of Clan Tzimisce will no longer be allowed to come to his Domain. Mr. Druzyna, and Mr. Vasiliev will be permitted to remain. All from the Kiasyd bloodline are no longer welcome and those here are to leave. Seneschal Agate Balodis will be risen to the position of Imperial Sheriff. The Sheriff's already in power will remain, and be akin to Local Police. The Imperial Sheriff being akin to the State Police. The Primogen Council has been disbanded. The titles of Primogen and Whip will no longer be valid. Any that wish to speak about this, arrange an appointment with the Imperator through his Secretary, Keeper Renoir. March 15th, 2019 * CLOSED COURT * Imperator Torvik opened up Court looking for any questions or statements concerning his announcement from last week about the Primogen Council. Ms. Addison, Ms. Sands, and Warmaster Siracheto  Imperator Torvik announced he is forming his own Imperial Council that includes kindred from the entire Praxis of Greater Prospect. Only clans of sufficient numbers are currently represented. They are as follows: Franchesca Sophie von Brandenburg, Clan Venture Madeline Blanchard, Clan Toreador Caerus Cray, Clan Tremere Milenka Siracheto, Clan Lasombra Oleksiy Druzyna, Disparates Imperator Torvik introduced his ghoul, Damara Sweet. He announced that the nightclub known as the Gatsby was now his as well. Keeper Renoir invited Mr. Carlson Phillips to introduce his ghoul, Ms. Leonor Palvin. Imperator Torvik gave permission for her as Mr. Phillips' responsibility. Imperator Torvik challenged everyone to do something, to stand up before us all and speak your mind, as he appreciates and admires those that do, even if it creates waves, controversy, change, or even scandal. March 22nd, 2019 * CLOSED COURT * Imperator Torvik questioned Mr. Fedor Vasilev about is recent visits within the Praxis, and asked about his connection with the Sabbat known as Vera. He then asked Sheriff Taylor to escort Mr. Vasilev out for more questions about his interaction with Vera. Imperator Torvik lifted the ban on visiting Crossroads. Imperial Sheriff Balodis named Mr. Amos Campbell and Ms. Bonnie Ann Davis as Imperial Deputies. Harpy Cunningham gave a Harpy report on recent happenings including the recent introductions outside of the regular Court night for Mr. and Mrs. Maxwell and Belinda Fairbairn, of Clans Tremere and Toreador respectively, and Mr. Xelol of the Gargoyles. As well as the harpies take on a recent social event where the Imperator performed. Keeper Renoir reminded about new arrivals needing to follow procedures for introductions, and there are consequences if they move into the praxis and do not, especially if the clan knows they are here. April 5th, 2019 * CLOSED COURT * Imperator Torvik spoke about a recent meeting with an Anarch Gargoyle, and led a discussion about the Gargoyle bloodline, as well as what our policy is on hunting mortals and killing them. Mr. Xelol, of the Gargoyles spoke on the topic, as well as Primogen Blanchard. Imperator Torvik announced that Mr. Xelol has been assigned to assist Keeper Renoir. Harpy Cunningham gave the latest rumors including about Primogen's Blanchard and Cray sharing wisdom with younger Kindred, and how there will be more to come about the challenge at the Wednesday social night held at Secrets Arena. Primogen Caerus Cray announced he plans to offer Etiquette classes in the coming week, and any neonate that would like to sit in on the class is welcome to join. Imperator Torvik announced giving Ms. Bonnie Anne Davis of Clan Gangrel domain over the forest outskirts and the zoo. Sheriff Taylor announced the appointment of Mr. Phoenix as a deputy. April 12th, 2019 * CLOSED COURT * Imperator Torvik lead a discussion about what a Praxis is, and how the Imperium works. He explained how various positions are being rearranged for efficiency, not for punishment. How he seeks to keep us all safer, and not lashing out at each other while there are very real enemies just outside our gates. There was continued discussion about how to regain positions wanted that were changed, as well as how new members can find tasks to do to support. Keeper Renoir introduced Mr. LeBeau of the Samedi, newly arrived in Prospect. The Imperator ordered a blood test before he grants permanent residency. Keeper Renoir introduced Mr. Asbjorn Astbjoernsson of Clan Nosferatu. The Imperator welcomed him to his Domain. April 19th, 2019 * CLOSED COURT * Imperator Torvik discussed what Elysium means, their history, and how serious it is to violate the peace there. He continued with how an Elysium is declared, and reviewed a recent incident. Imperator Torvik asked for a progress update on the Red Listed kindred. If we do not deal with them, and we knew they were here, the Justicars would certainly respond to that. Primogen Blanchard brought up speaking with Eastern Liaison Hotsuin about the Red Lister that was scene in Chinatown and provided an update she received. Deputy Osti offered to work with Mr. Hotsuin to have one of our deputies patrol Chinatown, and the Imperator gave permission to continue to work with him for this to happen, and then reminded what the status of Chinatown is as it comes to his Domain, being that it still belongs to the Imperator. Imperator Torvik announced that Mr. Martino Caravelli will be joining the council as Primogen of the Nosferatu. Imperator Torvik spoke with Assistant Keeper Calevaro Star of Carlsbad about his position and the responsibilities for Elysium. He then announced that Court next Friday will be held in Carlsbad. Mr. Guivre Beauregard made an offer to the Imperator for a small domain in Carlsbad, and offered reasons and plans if given it, as well as a boon. Imperator Torvik denied it based on the domain of Carlsbad currently being held by Duke Wade who must give permission first. Primogen Cray presented Duke Wade of Carlsbad, so he could introduce his ghoul, Delilah Buchanan to the Imperator. April 26th, 2019 * CLOSED COURT * Imperator Torvik named the Edgewater Beach Resort, Elysium. Imperator Torvik announced a new policy on ghouls. You are no longer allowed to decide when your ghoul will be enlightened and told of our existence. Permission must be gained by the Imperator first. An enlightened ghoul is a huge risk. The Primogen Council has agreed, and this will make your ghoul to be considered the lowest of fledglings - a future embrace. All current ghouls are unaffected by this and grandfathered in. Anyone that shows up in court with a ghoul that knows what we are and you did not get permission will have broken the Masquerade. Primogen Blanchard introduced Ms. Alice Eve of clan Toreador. She was welcomed to the Praxis by the Imperator. Duchess Torvik announced that Court Harpy Daphnne Cunningham has been asked to be her assistant with special projects, and will be stepping down as a Harpy. Harpy Martha Cunningham will be the new Court Harpy. Primogen Cray announced that Mr. Gabriel de la Vega is the new Whip for the Tremere. May 3rd, 2019 * CLOSED COURT * Imperator Torvik began with a discussion concerning the recent claims from Ms. Eave Brighton of clan Lasombra, attempting to take possession of the island of Santa Catalina, and how being a former member of the Sabbat without doing more than claiming it and making demands upon us. She was told to leave the Imperator's Domain, and a blood hunt would start the moment she was seen here again. Last Wednesday night, she was seen in Crossroads. OFFICIALLY - the Blood Hunt has been ordered on Ms. Eave Brighton.* Court Harpy Martha Withermen gave the report of recent rumors. Deputy Druzyna brought Mr. Fedor Vasiliev, staked, into Court for the Imperator for judgment. Mr. Vasiliev had fled after he fled instead of come in for questioning after bringing a mortal into Crossroads. The Imperator ordered Mr. Vasiliev to be branded by the Scourge, and then taken out of his Domain. If he returns he will be blood hunted. Keeper Renoir introduced Mr. Everard Mannering of Clan Malkavian. Imperator Torvik welcomed him to the Praxis. May 10th, 2019 * CLOSED COURT * Imperator Torvik went over the structure of the Imperium, defining what was an Imperial position, and what was within each duchy. He brought up that there were a few that are given titles that were extra or not belonging. There was discussion that followed, Imperial Sheriff Balodis reminded that you are beholden to the rules of the Domain you are standing within. If you break a rule and run back to somewhere else, depending on the situation, punishment may follow. Keeper Renoir announced on behalf of Scourge Taylor that Mr. Fedor Vasiliev was branded as ordered last week, and released outside the Imperator's Domain. May 17th, 2019 * OPEN COURT * Duchess Torvik announced that Mr. Heathen Taylor has stepped down as Sheriff to assist with other areas. Those that wish to be considered for the position should apply with Duchess Torvik or Keeper Renoir. If you are selected for Sheriff, and already hold the position of Primogen, you will be giving up that seat to focus on the job as Sheriff. Duke Wade announced that Ms. Brittney White of Carlsbad has been named the Keeper of Elysium for Carlsbad. Ms. Layal Ahmandi will now serve Carlsbad Sheriff Ricci as a deputy. Mr. Brice Godelieve reported that he is working on establishing a presence within his new domain of Santa Catalina Island, and the City of Avalon there in. He offered his apologies for his behavior over the last few years and will let his actions moving forward speak for who he is now. Keeper Renoir introduced Mr. Scott 'Boomerang' Lancaster of clan Malkavian. He was ordered to submit for a blood test, and then would be granted the opportunity to remain within the Imperator's Domain if passed. May 24th, 2019 * CLOSED COURT * Duchess Torvik led a discussion on Harpies, and your importance to them, boons, and friendships. Imperator Torvik announced he was rescinding all of the Eastern Kindred's status as liason in the Imperium. They may still attend open Elysium events, and enter Elysium, but they are no longer allowed to enter the Inner Sanctum freely. Imperator Torvik announced that the list of kindred that have not followed through to meet the tradition of Hospitality has grown far too long, and the Scourge will be sent to clean it up. More than reasonable time has been given, and outside of court appointments have been offered. It is an insult when you do not show up for that appointment without explanation. Imperator Torvik will be reviewing which clans or groups are active, working, creating interest, and finding new things to occupy our interest. He is looking as well at those that participate in court and share opinions. After this review, clan domains will either grow or shrink. Imperator Torvik reminded that if the Sheriff or a deputy comes to arrest you, it does not imply guilt, although it looks bad. It is the law that you must comply, no matter your rank or status. May 31st, 2019 * CLOSED COURT * Imperial Sheriff Balodis presented the Imperator with the gift of six mirrors that give knowledge, showing the true nature of all beings, for the Imperator to decide where to put them to use within the Praxis. Imperator Torvik announced that Edwards 18 is in the process of being closed down. It is available for use until the doors are shut. Duchess Torvik announced that interviews for Sheriff are still going on. If anyone has not met with her, or expressed an interest, let her or Keeper Renoir know and a time will be scheduled. Keeper Renoir introduced Ms. Siyana Kostav, of Clan Gangrel to those in attendance. She was acknowledged the night previous by the Imperator. Mr. Manfred Channing, an Independent Gangrel, has also been met and allowed to remain in the Imperator's Domain. Primogen Blanchard introduced Carlsbad Sheriff Arianna Ricci, who brought her retainer, Ms. Katrina Santos to be present to the Imperator. It is reminded that all future retainers must be approved by the Imperator before they are enlightened on our society. Primogen Blanchard announced of Clan Toreador's new non-profit foundation, Aspire to Inspire. They will host an event on June 11th, 2019, at Unhallowed Grounds, partnering with Clan Lasombra. Mr. Godelieve reminded of the Art Benefit event the Toreadors will be holding on Tuesday Night. Imperator Torvik asked for those attending to try to add to it upon permission to make it an even more memorable occasion. June 14th, 2019 * OPEN COURT * Scourge Wade Taylor was named as the new Primogen of Clan Brujah. Whip Paige Sands was named as the new Scourge for the Imperium. Ms. Eave Brighton turned herself in and apologized for her behavior to Imperator Torvik, asking for mercy, and consideration for admittance to the Praxis. Her apology was accepted, and placed in service of Primogen Milenka of Clan Lasombra for the next two years, as well as submit for a blood test. Duchess Torvik named Primogen Guivre Beauregard of Clan Malkavian as the new Sheriff of Prospect. Keeper Renoir announced that her assistant, Xelol, of the Gargoyles, will be making weekly trips to Carlsbad and Idyllwild to be sure that they receive all of the announcements and updates that should be posted in Elysium. Primogen Blanchard announced that the Toreador event at unhallowed Grounds has been rescheduled to take place on June 17th. June 21st, 2019 * CLOSED COURT * Imperator Torvik spoke about requests for appointments to meet with him. Any requests must also contain information on what the topic is to be discussed. Most requests lately have been on topics that belong asked in Court, such as something to do with a tradition. If you have questions of propriety or court etiquette, speak to your Primogen first. If you do not have one, or he/she is not available, seek out another. Imperator Torvik announced that anyone in the Praxis that feels they have been overlooked for promotion or are feeling useless and wish to petition him for title and or duty. You may make this petition next week, June 28th, at court. Sheriff Beauregard announced he is reviewing various policies of the Praxis, including the process for blood testing. Scourge Sands spoke with Ms. Cleo , a Setite, concerning her original plan when first arriving in the city, posing as a Toreador, and her reasons behind it. Following that with introducing her to the Imperator. She was taken into custody until later in the evening, when she was released with orders to serve Primogen Blanchard for one year, as if she were a ghoul. If she serves without issues, she can continue on as a equal member of the Camarilla. Keeper Renoir introduced Ms. Scandal, of clan Brujah, for acknowledgement. A second blood test was ordered, and once completed, she will be given acknowledgement by the Imperator. Keeper Renoir introduced Mr. Josef Glass, of clan Malkavian, for acknowledgement. He was welcomed to the Praxis by the Imperator. Imperator Torvik asked Primogen Blanchard questions concerning recent events. She shared about the news story concerning the police wanting someone that had been an annoyance to her and her guests, as well as at Mr. Rousseau's business the day after her event. Ms. Eave Brighton, of clan Lasombra Antitribu, asked about a possible purchase of property and use for it. She was instructed to speak with her Primogen about it, as it is in another clan's domain. She was instructed about the hunting/feeding laws within the Imperium. June 28th, 2019 * CLOSED COURT * Imperator Torvik lead a discussion about what happens if you break the masquerade, not just in showing, but in simply sharing what we are with others especially those with their own supernatural powers. Due to low population of some of the pillar clans, Imperator Torvik is offering an initiative for domitors to request permission to sire your ghouls into pillar clans. The standard cost will be lowered if you get in on it early. This will not automatically grant permission, but you will be looked upon more favorably. Clan Toreador will be limited to one addition. Other Pillar Clans are not restricted in numbers. If there are not volunteers, then it will be enforced. All ghouls that are not Mr. Sharpe or Mr. Rousseau, will be considered for being embrace. Imperator Torvik opened the floor for anyone that felt overlooked for promotion. Ms. DeSault spoke of how she is willing to help out wherever needed. Keeper Renoir introduced Mr. Perseus Kang, of Clan Tremere, to be acknowledged. He will be accepted, pending his blood test. Mr. Kang's ghoul, Mr. Rowan Ellery was introduced as well. Keeper Renoir introduced Mr. Finn Rendolli, of Clan Brujah. He seeks admittance into the Camarilla, as well as the Praxis. After a blood test, he is to return next week and renounce any affiliation with the Anarchs, and could be admitted. Imperator Torvik welcomed Ms. Holly Penny back after she had not been seen for most of a year. She was instructed to submit to a new blood test. Imperator Torvik announced any Elysium designated as Camarilla only will now be open to all kindred from all sects to conform to the definition of what an Elysium is. This includes Carlsbad's Elysium and the Crown Museum. July 5th, 2019 * CLOSED COURT * Mr. Finn Rendolli renounced the Anarch movement, and accepted the Traditions and the Camarilla. He was welcomed into the praxis by the Imperator. His Sire, Mr. Raphael Russo, and his ghoul, Ms. Tess Vidales were also introduced. Mr. Russo was told to reapply after Mr. Rendolli has settled in here, while Ms. Vidales was welcome to remain, and help Mr. Rendolli settle in. That was acceptable to all parties. Sheriff Arianna Ricci, of Carlsbad, Clan Toreador, requested permission to embrace her ghoul, Ms. Katrina Santos, into clan Toreador. She was turned down by the Imperator. Keeper Renoir announced a change with the Harpies. They have been elevated to Imperial level, with representatives from each fief. Court Harpy Martha Withermen is no longer serving due to other duties occupying her time. Ms. Raisa, of Clan Gangrel, will be representing Idyllwild, while Ms. Persephone Clark, of Clan Brujah, will be representing Carlsbad. July 12th, 2019 * CLOSED COURT * Imperator Torvik spoke about the costs to receive permission to Sire a childe, the standard being a blood boon. Discussion continued on if he had to accept or could reject such a request, and how boons are our currency. Imperator Torvik announced that from now on, if someone wishes to open a business they must pay every domain holder a boon. The domain holders may waive the cost if they wish. The example was given, if someone wanted to open a lounge in Primogen Blanchard's domain, they would need to offer a boon to Primogen Blanchard, Duchess Torvik, and to Imperator Torvik for the privilege. As stated before, arrangements can be made, or the domain holder on a whim could wave this. Primogen Caravelli introduced Ms. Isabella "Bubbles" Rowlands, of clan Nosferatu. She was welcomed into the Domain. Discussion began, starting with Scourge Sands about which of the traditions places a limitation on the power and authority of a Prince. There has been confusion on it, so he is striking the word from use. The top level within the Imperium is the Domain. That is everything, the one and only praxis of Greater Prospect which includes all of Prospect, Idyllwild, and Carlsbad. The Imperial Domain is divided into three fiefs that are overseen by a Duke or Duchess who is sworn to uphold the Imperator's law, making it their responsibility as well as an acknowledgment of the trust shown in them. Within each fief, members of the praxis have their own personal territory. Your territory is your responsibility to protect, as you are borrowing it. Last, is your personal haven. You may protect your haven, territory, or fief, but you cannot decree any law in any capacity within the Imperial Domain. Duke Cedric Wade announced that on August 25th, the Carlsbad fief will be hosting a social get together at the Edgewater Beach Resort Elysium. All within the Imperium are welcome to attend. The main topic will be the first Carlsbad War Games, to decide rules, and signups as teams will be set. Keeper Renoir introduced Ms. Kait Lynn Celese, of Clan Brujah. She has returned after several years, and looking to be acknowledged once again. She was welcomed back into the Praxis. Imperator Torvik went over in detail the rules of Elysium. He added that Carlton Pines is no longer the Camarilla Headquarters, but an Elysium that follows the letter of the concept and is open to all at all times. The inner sanctum is not Elysium, it is simply located within the same building. Still, no Camarilla member will be tolerated to act out in there, as it is still en route to and from an Elysium. Keeper Renoir called forth Mr. Alejandro Sotolongo to introduce his new ghoul, Ms. Anny, to the Imperator, honoring the traditions. Both Mr. Sotolongo and his ghoul are residents of Laughlin, as that is his home domain. They were both welcomed to come and go from Laughlin to Prospect. Primogen Oleksiy Druzyna announced he is offering training for ghouls, for daytime operations, including defense, assault, or even investigation. All domitors are welcome to observe and participate as well. August 30th, 2019 * OPEN COURT * Imperator Torvik announced that the harpies have selected Mr. Xelol, as an assistant harpy. He will be sharing the latest rumors and gossip on their behalf. Harpy Xelol proceeded to share the latest gossip that had been shared with Harpy Gladys Horton recently. Imperator Torvik asked about the recent event held by the Toreadors, which Primogen Blanchard then reported on the success of it. The Toreadors were thanked for their efforts to provide to the Praxis. Imperator Torvik held a discussion about prestation, and how that can benefit us all, as well as how not offering a boon when asking for something will get you turned down, especially by Elders. He encouraged everyone to take a chance, speak up, and if things seem stagnant, offer a boon to someone to get things moving again. Go for it, because otherwise, you will get nowhere. September 13th, 2019 * OPEN COURT * Imperator Torvik spoke about the Camarilla, and how we as members of the Ivory Tower are the cream of the crop. We are always representing when dealing with anyone outside of our society. Harpy Xelol gave a report of the latest rumors including how eating and drinking in Elysium, a place for kindred to feel at peace, can be offensive especially to Elders, as well as about the recent Toreador hosted body painting night and western round up. Praise was given as well for those that gave assistance to the Scourge. Discussion returned to how we need to set the example. Not be leeches on the blood supply and do nothing for our cause. Continuing into information gathering, especially concerning transportation in many forms. The Imperator shared that having more eyes on comings and goings is critical, and overloading him with data is preferred to having none at all. September 20th, 2019 * OPEN COURT * Keeper Renoir introduced Ms. Tiva Little Owl, of clan Toreador. She was escorted out for additional questioning. Harpy Xelol shared the latest rumors, and recent events of note. Ms. Rikona Hino came in to give a status update on herself, her domitor having left the city. The Imperator gave her the choice to leave the city to be with her domitor, or to have a new domitor with the praxis. A decision must be made within one week. Keeper Renoir introduced Mr. Bando Akuji, of clan Brujah. After some questions, and pending a blood test, he was given permission to reside with the Imperator's Domain. He is to have a mentor for six months to be sure his knowledge is complete. Primogen Cray announced he has a new group called the House of Memory, based on ancestor worship. He is using it as a source of information, and wanted to be sure we were aware it was his, and welcomes any questions or discussions concerning it. September 27th, 2019 * OPEN COURT * Imperator Torvik announced that Sheriff Beauregard is unable to continue his tenure as Sheriff. Duchess Torvik announced Primogen Oleksiy Druzyna as the new Sheriff of Prospect. Sheriff Druzyna stepped down as Primogen of the Disparates, and asked all that have been Deputy to arrange for a meeting with him before the next Court to discuss their position and if it will continue. Any that wish to become a Deputy should also arrange a meeting as well. Harpy Xelol spoke on the latest rumors, which surrounded poor etiquette from a Toreador. Keeper Renoir announced that Ms. Rikona Hino, former ghoul of clan Ventrue, is now in her service. Keeper Renoir brought forth Mr. Max Dew, of clan Malkavian. He was acknowledged into the Praxis by the Imperator. Keeper Renoir introduced Mr. Midori Tsujii, of clan Malkavian. Due to his fledgling status, Mr. Tsujii requires a mentor. October 4th, 2019 * OPEN COURT * Imperator Torvik began with a discussion about Laughlin and their Elysium, asking for opinions on it, as Elysium's outside of the Camarilla are rare. Harpy Gladys Horton spoke to Primogen Blanchard and then Ms. Little Owl about recent rumors and misunderstandings for explanations on some of it. Ms. Jolene Addison has returned after an extended vacation and was welcomed home. October 11th, 2019 * OPEN COURT * Imperator Torvik began Court with discussing how those younger can raise their standing in his eyes and impress the harpies. That included, but was not limited to, following the Traditions, participating, creating a name for yourself by speaking up, gathering intel, and sending it up the chain of command. Having the courage to bring fresh ideas to court, and not just sit at the table with cold flesh, setting an example for others helps as well. Those that do will begin to be rewarded with territory of their own. Imperator Torvik announced that Court will now be Held in Carlsbad's Elysium on the 2nd Friday of each month, and in Idyllwild's Elysium on the 3rd Friday of each month. Imperator Torvik announced that Scourge Sands has been granted territory to encompass several blocks of the Northwest corner of Downtown Prospect. It was to acknowledge her hard work. Mr. Theodore Murphy will be granted territory as well once he meets with the Imperator. Imperator Torvik asked Ms. Holly Penny to look into the issue of Mr. Midori Tsujii and his adopted Sire Mr. Max Dew, and present her findings next week. October 25th, 2019 * OPEN COURT * Harpy Xelol shared the latest gossip from the harpies, which included the newest Caitiff already being made an Assistant Keeper, as well as what the harpies thought of actions by one of the Toreador. Imperator Torvik lead a discussion about Ghouls. About the difference between an enlightened ghoul and one that is not, the ramifications, and the protocol for abandoning a ghoul. Remember - no ghoul can be enlightened without permission from the Imperator, or else it is breaking the Masquerade. Any domitor that leaves a ghoul behind, abandoning them here, the ghoul will be seized by the Imperator and reassigned. Ghouls are bound until they perish, whether by order or by embrace. They are to be considered a prospective childe. Mr. Ban Akuji asked the Imperator for permission to help mentof Mr. Midori Tsujii. Mr. Akuji can attempt to educate Mr. Tsujii, but will not be given any sovereignty over him. November 1st, 2019 * OPEN COURT * Imperator Torvik spoke of the success of the recent Masquerade Ball and entertainment that the Keeper puts on for everyone. With nights getting longer, it is our time to participate more and offer more as we strive for excellence. Keeper Renoir called forward Mr. Mahmoud Al-Masri to speak with the Imperator and complete his acknowledgement within the Praxis. Discussion continued about his bloodline, the Ishtarri, and what it is and what makes it unique. Sheriff Druzyna offered free consultation on security for personal territories. We must be proactive to protect the Imperator's Domain, and the Traditions. Scourge Sands announced a game she will be running starting at the end of November. The winner will receive a prize that could be either an enchanted trinket, a small bit of territory, or something equal value to be decided. During this game, the Traditions are to be in full effect, and Elysium will remain Elysium by all rules therein. If you have questions, contact the Scourge. Scourge Sands announced that she has moved her assets into Coronado to act as a buffer between the Imperium and possible incursion from the South by the Sabbat. Imperator Torvik will not consider it Camarilla territory, and reminded that the entire border must be secure. Primogen Milenka announced that next Wednesday evening, at our weekly social, there will be an opportunity to navigate a maze that requires senses that do not use sight as there will be no light. November 8th, 2019 Held in Carlsbad * OPEN COURT * Imperator Torvik began the night with a discussion about what an Anarch is, and why we have so few of them in Prospect. The discussion continued to what the difference is from Autarkis. There was good participation and good observations made. Ms. Little Owl brought in the torpored bodies of those she claimed were Sabbat, presenting them to the Imperator. They were taken into custody by the Sheriff's present and will be questioned, and tried for their crimes. Duke Wade announced that Carlsbad hopes to host their own War Games after the holiday season is over. November 15th, 2019 Held in Idyllwild * OPEN COURT * Imperator Torvik announced that both Mr. Theodore Murphy and Ms. Madison Lee have new territory approved within Prospect. Sheriff Ricci of Carlsbad gave her report on those suspected of being Sabbat in custody, brought in by Ms. Little Owl the previous week. They have not killed any Kindred within this praxis, just mortals. They came to cause havoc, and possibly attack the Imperator and Duchess Torvik. There is still one member of the pack on the loose, a Nosferatu named Erica. She was thanked for her work, as was Sheriff Druzyna. They will be transferred to the Imperial Sheriff Balodis, and delivered back to Idaho to answer for their crimes against the Camarilla there. Ms. Little Owl raised concerns about leaving out Las Vegas where their most current crimes were committed, and was given a week to get Prince Benedict of Las Vegas to speak to the Imperator. Primogen Blanchard announced that Ms. Shiori Reinhart of clan Toreador has returned from New Orleans, and wishes to rejoin the praxis. She has taken a blood test and has been welcomed back. Ms. Tomoko Ito performed a skit about boons. November 22nd, 2019 * OPEN COURT * Primogen Cray spoke about Sheriff Druzyna and praised him for how well he is doing his job. Mr. Al-Masri requested permission to take a ghoul into his service. He was asked about his deeds to deserve this privilege, as well as why he feels the Masquerade must be broken to enlighten this individual. He is to give a full report to Sheriff Druzyna on his prospect to be reviewed. If all is found acceptable, permission will be granted. Keeper Renoir called forth Mr. Istvan Permoser, an Anarch of clan Toreador. The Imperator and him came to an agreement to allow his previous request to travel in and out of the Imperator's Domain. Sheriff Druzyna announced he has named Ms. Tiva Little Owl as a deputy for Prospect. She was asked to make an oath to protect the laws of the Imperator and Duchess, and she did. Deputy Little Owl introduced Mr. Shlomo Rothstein, of clan Giovanni from Las Vegas, as well as his associates Mr. Benjamin and Isaiah Rothstein. They came to speak with the Imperator about the Sabbat Deputy Little Owl turned in. After some questioning, the Giovanni's left for home, escorted by Deputy Campbell. November 29th, 2019 * OPEN COURT * Mrs. Shiori Reinhart requested to open a new business, a Music Production company that she has operated for many years, but is ready to expand and open a location within Prospect. After some negotiations with the Imperator, she was able to secure an agreement to do so. Deputy Little Owl requested permission to enlighten a ghoul into her service. Imperator Torvik will grant this request on two conditions. One that the ghoul is vetted by Sheriff Druzyna and he approves of the ghoul. Second, that a minor boon is paid to the Imperator. Imperator Torvik spoke how Scourge Sands is showing up the local artists lately, and would like to see more of our artists bring more to us to take the edge off of the night. December 6th, 2019 * OPEN COURT * Sheriff Druzyna announced he has named Xelol, of the Gargoyles, as a new Deputy of Prospect. Harpy Xelol shared the latest gossip from the harpies, including bits about Mr. Theodore Murphy, Sheriff Arianna Ricci, and Duke Cedric Wade. He also reminded about decorum when addressing the Imperator in Court. Whip Maire O'Murchadha, of clan Tremere, gave a report of a masquerade breach a few days prior. It will be reviewed by the Sheriff and Scourge. December 13th, 2019 Held in Carlsbad * OPEN COURT * Imperator Torvik spoke about the harpies and their reports. He cleared up that the harpies do not report to him, He does not generally appoint them either, and they police their own. They are the voice of the status quo, and appoint their own, and ostracize at their own whims. Sheriff Druzyna of Prospect gave a follow up report on the masquerade breach reported last week. He went over how important it is to report it to him right away. Even something you think was covered up should be reported to be checked up on. Harpy Xelol shared the latest gossip from the harpies about goings on around the Praxis. This included the increase of Tremere, and a possible upcoming event from the Roses. Sheriff Ricci of Carlsbad gave an apology for a perceived slight back in October. Imperator Torvik made it clear that he was not offended himself, and her apology and effort was noted. Mr. Theodore Murphy, of clan Malkavian, was named Whip for his clan. Primogen Cray introduced Mr. Michael DuMourne, of clan Tremere. He was welcomed into the Praxis by Imperator Torvik. Keeper Renoir introduced Mr. Das Pieterzoon, of clan Ventrue. He was welcomed into the Praxis by Imperator Torvik. December 20th, 2019 Held in Idyllwild * OPEN COURT * Harpy Xelol shared the latest gossip from the Harpies. This included speaking about apologies and how that affects status after scandal. Imperator Torvik discussed about what could happen if someone went to another Domain, and tried to create a war between us. This lead to an example of something that has happened recently between the Tower and the Sabbat, and how the Imperator was able to negate it before it blew up. All were warned not to go off and try something without communicating first up the chain of command and getting it sanctioned before you attempt any action. Keeper Ballota introduced Mr. Thomas Paine, of clan Ventrue, seeking acknowledgment. His Sire was found to have not received permission to Sire him, and Mr. Paine was taken into custody until after the Sire, Mr. Jeremiah Jefferson, is dealt with for this breach of tradition. December 27th, 2019 * OPEN COURT * Imperator Torvik began the night with announcing a new project for the up and coming who wish to make a name for themselves. The task being to gather intelligence and information, as there is a lot happening outside of our doors, and far too little information or gossip gets passed around. Detailed reports should be submitted to the Imperial Herald, Amelie Renoir. More reports are better than less. Going on patrols would be better to be done in groups, to show how we are organized, with strength in numbers. Imperator Torvik reminded that we have a listing available in Elysium (ooc: bboard 19) of Unsafe Places, which clearly states location that are dangerous. These are all warning for your protection, not laws. Contact information for the officers is also available, especially when needing to report any current situation that needs assistance. Imperator Torvik asked Mr. Montegue Sommersby, of the Nosferatu, about his task from their last meeting to find out about the status of his clan, and if he completed his blood test. His blood test was completed. Further discussion continued about the status of the Nosferatu. Mr. Sommersby was acknowledged and welcomed into the praxis. Mr. Sommersby alerted about a recent fire at the property of a known ghoul from clan Tremere. Sheriff Druzyna assured it is being looked into.

January 3rd, 2020 * OPEN COURT * Imperator Torvik reminded that if you see someone new, or do not recognize, inform the Imperial Herald immediately. Assume they have just arrived, not that they have broken a law. Sheriff Druzyna thanked all that have came to him so far about improving the security in their territories, and the offer still stands for any that have not taken him up on it yet. Imperator Torvik asked for reports on the status of the Nosferatu, after the recent tensions. Reports were given by those that attended a dinner with the clan, hosted in the warrens. It went well, with a successful dinner, and issues have been solved. Keeper Renoir introduced Ms. Tatyana Steklova, of clan Ventrue, for acknowledgement. She was welcomed to the Praxis by Imperator Torvik. Primogen Blanchard thanked Ms. Jolene Addison for her time as Whip for clan Toreador, and announced Mrs. Shiori Reinhart as the new Whip. Ms. Aaida "Nelle" Al-Rahim presented herself before the Court, and discussed with the Imperator the events from last year. She will be allowed to remain with the Imperator's Domain, as an independent. January 10th, 2020 Held in Idyllwild * OPEN COURT * Imperator Torvik led a discussion concerning what it means to have a territory within his Domain. It is a responsibility, following the Tradition of Domain. If you do not take care of your territory, then it can be taken away. Similarly with titles, many can just be taken away by the Imperator if performance is not to expectations. Certain titles, such as Harpies are not one of those. Poor performance could also include speaking out against the regime. Proof is requested, but if rumors are strong enough and from enough sources, it might be enough. Reminder that disagreeing is not the same as speaking against, but it is a thin line. Ms. Inka Pisanob, an independent of Carlsbad, asked for information on requesting a territory within the Imperator's Domain, while not being a member of the Camarilla. Imperator Torvik announced he wants a full investigation into the matter of the explosion in Oceanside, and we will discuss it in Court next week, which will be held in Carlsbad. January 17th, 2020 Held in Carlsbad * OPEN COURT * Imperator Torvik announced Imperial Herald Amelie Renoir, will also be adding to her duties by rejoining the Harpies, as the Court Harpy. Imperator Torvik announced that the office of Scourge has been dissolved, and Paige Sands relieved of those duties. Imperial Sheriff Agate Balodis has stepped down as well, to focus on clan matters and travel abroad. Paige Sands will take over as Imperial Sheriff. Duke Wade spoke on the recent warehouse explosion in Oceanside, and what the residents of Carlsbad were able to find out in a combined investigation. Imperial Sheriff Paige announced first that she will be determining additional Imperial Deputies, one for each fief, within the next several weeks. Second, she spoke on the Anarchs and the gang activity from Oceanside. She spoke of what she found there, and the bombing attack on the Tower that was dealt with and thwarted. She reminded to keep alert, as there could still be some connected at large. January 24th, 2020 * CLOSED COURT * Imperator Torvik began tonight with speaking about why this is a closed court session. He spoke on why someone with a title that spreads incorrect information or words meant to undermine his rule will lose those titles. He knows more of what we do than most think, including how diligently some of us work, and will stop that which challenges his rule. Herald Renoir introduced Ms. Mitzi Lipschitz, of clan Malkavian. Whip Murphy, vouched for his clan mate. Imperator Torvik will acknowledge her after she completes her blood test without issues, and holds a dance recital for Primogen Blanchard, of clan Toreador. She has one week to do so. Herald Renoir introduced Ms. Belina of Troyes, of clan Brujah. Recently arrived in Prospect, coming to honor Hospitality. Ms. Belina offered a gift of a rare old coin to the Imperator. She was asked about her status not being a member of the Tower, and she was offered the opportunity to join, should she swear loyalty to the Tower and foreswear the Anarchs before the Court. Imperator Torvik will acknowledge him after he completes his blood test without issues, and presents him with a report on neighborhoods best suited to development in the city of Prospect at the next clan meeting. Persephone Clark, of Carlsbad, and Milenka Siracheto, of Idyllwild. Amos Campbell, of Prospect, retains his deputization. All three speak with her voice and full authority. Imperator Torvik spoke with Ms. Mitzi Lipschitz for an update to the tasks given last week. Primogen Blanchard confirmed that Ms. Lipschitz performed for her. Pending Ms. Lipschitz blood test, she will be acknowledged. Ms. Belina of Troyes returned this week and publicly forsake the Anarchs, and vowed to uphold the Traditions, and seeks to join the Tower and this Praxis. Imperator Torvik accepted her petition to join the Camarilla. She must complete her blood test to make this official. Primogen Blanchard and Herald Renoir presented a fashion show of the works from Primogen Blanchard's own designs. Included in the designs that they wore, Whip Reinhart, Ms. Addison, Mr. Taylor, Mr. Phoenix, Mr. Rousseau showed the designs crafted for them as well. Ms. Inka Pisanob brought her ghoul, Ms. Luisa Garcia Pisanob, to be introduced to the Imperator. Imperator Torvik spoke with Mr. Ericson Jacobi for an update to the tasks given to him last week. He has completed his blood test, and his report is ready for the next clan meeting. February 7th, 2020 * OPEN COURT * Imperator Torvik commended Mr. Mahmoud Al-Masri for his behavior during a brief investigation concerning him. Any suspicions were subsided, and was found innocent of wrongdoing. Imperial Sheriff Sands brought forth charges against Primogen Caerus Cray. These include breaking the blood bond with his ghoul, Ms. Morgan de Rossi, leaving her with a partial mindwipe in the custody of the magi. Further testimony continued with defense given by Mr. Cray, and more evidence presented by other officers. Imperator Torvik judged Mr. Cray as guilty of disobeying his order and going behind his back to mindwipe his ghoul. Guilty of covering this up, of conspiring with mages, of lying to all of us, bending and twisting the truth and deflecting it everywhere but where it was asked for. Mr. Cray was stripped of all title and domain, and placed under arrest until sentencing is carried out. February 14th, 2020 Held in Idyllwild * OPEN COURT * Imperator Torvik announced the sentencing of Mr. Caerus Cray. He was previously stripped of title and domain, and held in a cell to await further judgment. He has been shown some mercy, released from detention and instructed not to leave Prospect. Any word of him departing will accrue a blood hunt on him retroactively. Imperator Torvik announced that Duke Cedric Wade, of Carlsbad, has stepped down so he can focus on clan Tremere. Primogen Madeline Blanchard has been appointed to take over as Duchess of Carlsbad. February 21st, 2020 Held in Carlsbad * OPEN COURT * Imperator Torvik announced that if you have an announcement to be made in absentia, do not pass it onto his Herald to read aloud. Send someone from your clan, and take responsibility good or bad for efforts made. Court Harpy Renoir gave the harpy report, sharing the goings on that included Sheriff of Prospect Oleksiy Druzyna, Duchess Blanchard, and Mr. Caerus Cray. Imperial Herald Renoir introduced Mr. Jabari Yusuf Al-jamani Obama, of the Akunanse, come to honor hospitality. He was given permission to remain for now, with the condition he passes a blood test performed by Sheriff Druzyna, and after a month to present himself at court again with a paraphrased version of the stories he has learned during his stay here. Mr. Caerus Cray made an announcement for clan Tremere, sharing a thanks from the clan for Mr. Cray's service as Primogen, and until they have determined a new Primogen, Ms. Brittney White will be their contact person. Duchess Blanchard announced the elevation of Ms. Jolene Addison to Keeper of Carlsbad, and Whip Shiori Reinhart to Primogen of clan Toreador. February 28th, 2020 * OPEN COURT * Imperator Torvik announced that those that are spreading lies about his regime from within it have their last warning. Arrests are coming, and those that are disloyal will pay for it, as his patience has ended, despite showing mercy for so long. Imperial Sheriff Sands announced an arrest warrant has been issued for Ms. Brittney White for the charge of treason. Neither residents of Carlsbad, nor clan Tremere are blamed for her actions. Imperator Torvik spoke to Ms. Belina of Troynes, of clan Brujah, noting she was somewhat active, and asked her to pass a message to her clan. The seat of Primogen has been vacant for overly long, and he requires it to be filled. She is asked to gather her clan, and decide who will be the Primogen, ready to advise. Someone must be ready to represent either fulltime or temporarily by March 9th. Duchess Blanchard invited everyone to the Carlsbad Elysium on the evening of Saturday, February 29th, for a social gathering led by Keeper Addison. Mr. Caerus Cray, of clan Tremere, announced that Mr. Cedric Wade would be the new Primogen of their clan. Ms. Martha Withermen was greeted by Imperator Torvik, having returned after several months in Europe. She was welcomed back, having already submitted for an updated blood test. March 6th, 2020 * OPEN COURT * Imperator Torvik announced that Ms. Brittney White cooperated with the arrest warrant for her, and she was found not guilty of any crimes against the leadership of Prospect. Imperator Torvik began a discussion about who has to take a blood test, as well as what a Praxis is and how many that we have. That led into discussing decrees, and reactions to them, as well as those that are judged guilty and later continue to espouse their innocence as though the Camarilla is a democracy. Duchess Blanchard thanked all that came to Carlsbad for their first gathering. Another gathering will be held this coming Saturday, March 7th that will be less formal. Imperator Torvik spoke about Domain and territory. If you wish for territory in Prospect, you speak with Duchess Arya Torvik. If you wish for territory in Carlsbad, you speak with Duchess Madeline Blanchard. Finally, if you wish for territory in Idyllwild, you speak with Duchess Katharina von Starhemberg. Imperator Torvik decreed that all of those requests must be made in Court. There is no more behind closed doors deals, so that they are all on the official record. March 13th, 2020 Held in Idyllwild * OPEN COURT * Duchess Katharina von Starhemberg began the night with a briefly summarized history of her coterie, as well as who are a part of it. She welcomes all interested to seek them out if they wish to hear more about their adventures. Duchess Blanchard thanked all that attended the social gathering in Carlsbad last Saturday. This coming Sunday, March 15th, will be a Black and White Ball, formal dress and entertainment. The Duchess and Keeper will be happy to assist with clothing if needed. Mr. Caolan Bard, of clan Brujah, was introduced to the Imperator, seeking acknowledgement. He was asked to return next week, drink of the Imperator's blood, and make his formal oath of featly. Then his acknowledgement will be complete. Ms. Merry Blackmoore, of clan Brujah, was introduced to the Imperator, seeking acknowledgement. She was welcomed into the Praxis. Ms. Ashton White, of clan Malkavian, was introduced to the Imperator, honoring hospitality. The Imperator is requiring a blood test to remain in Prospect. She is to return after having completed it. Mr. Rawlins, of clan Gangrel, was introduced to the Imperator, honoring hospitality. The Imperator has given him one week to get to know the kindred of Greater Prospect as a probationary admittance, and then return to Court to complete the introduction. March 20th, 2020 Held in Carlsbad * OPEN COURT * Imperator Torvik announced that the Crown Museum Lounge is no longer designated an Elysium. There were no issues there, but now that each fief has an Elysium, there is no need to have a 4th one. Imperator Torvik announced he would no longer be attending the Primogen Council meetings, and expects monthly reports from them. Imperator Torvik began a new series of talks on individual clans. Tonight, he began with clan Brujah. Primogen Siracheto requested for the council chair for clan Lasombra to be removed from the Primogen Council. Imperator Torvik granted her request. Those of clan Lasombra will now be represented by Primogen Campbell for the disparates. Mr. Caolan Bard, of clan Brujah, gave his oath of fealty to the Imperator. Imperator Torvik accepted his oath, and recommended he petition to be deputized by the Imperial Sheriff. Primogen Reinhart announced a concert coming up on April 18th, that will take place at the Crown Museum. Primogen Reinhart introduced Mr. Leonardo Marquis, of clan Toreador. Mr. Marquis presented a statue to the Imperator. The Imperator welcomed Mr. Marquis to the praxis. Imperial Herald Renoir introduced Mr. Joe, of clan Gangrel. Mr. Rawlins, and Ms. Naida Caraballo, both of clan Gangrel joined him as well. Mr. Joe was welcomed into the praxis by the Imperator. Ms. Caraballo was given permission to remain in the Imperator's Domain. Mr. Rawlins was asked to take a blood test with Whip Withermen, and return at the next Court. March 27th, 2020 * OPEN COURT * Imperator Torvik announced tonight that there will no longer be Sheriff's for each fief, and all current deputies will now be transferred to the rank of Imperial Deputy under the Imperial Sheriff. Imperator Torvik announced former Sheriff of Prospect, Oleksiy Druzyna, will now be the new Scourge. Imperator Torvik continued with his series about different pillar clans. Tonight he spoke about clan Assamite. Court Harpy Renoir shared some words from the Harpies from the past month, including rumors about Ms. Belina of Troyes, and clan Brujah, Keeper Jolene Addison, Duchess Madeline Blanchard, and Primogen Martha Withermen. Primogen Withermen requested territory within Carlsbad, as well as within Prospect, including the Tremere Chantries and the colleges in both fiefs. Imperator Torvik asked Primogen Withermen to return with a formal request to Duchess Blanchard for the territory in Carlsbad, with appropriate price for a boon arranged beforehand. The chantry is in limbo, controlled by the clan as a whole. For the cost of three wards, agreed on by Keeper Renoir, Primogen Withermen will be given responsibility of the chantry. Imperial Sheriff Sands announced officially that her deputies currently include: Amos Campbell, Caitiff, city of Prospect. Constance Osti, Caitiff, currently on detached investigative duties. Persephone Clark, Clan Brujah, city of Carlsbad. Milenka Siracheto, Clan Lasombra, city of Idyllwild. Caolan Bard, Clan Brujah, the Rack of Secrets and the security of the immediate surrounding area. Ms. Susan Anastassia Hammelmann, clan Tzimisce, came to honor the Tradition of Hospitality. Deputy Siracheto offered a minor boon to the Imperator to allow Ms. Hammelmann entrance and do a favor for her. It was agreed upon for a minor and a trivial boon, thus allowing Ms. Hammelmann to feed at the Rack, and reside within Ms. Siracheto's territory, as well as attend Court and her own business. Mr. Bard announced that clan Brujah has chosen him as their new Primogen. April 3rd, 2020 * OPEN COURT * Imperator Torvik announced a meeting with all available enforcers for Saturday, April 4th, 2020. Imperator Torvik announced that each individual must consult their designated Primogen and advise them on what you feel is the most pressing issues that we face as a Praxis, before the next Council meeting. Imperator Torvik discussed the next of the pillar clans. This week was clan Malkavian. Primogen Caravelli introduced Mr. John Bellamy, of clan Nosferatu. He was welcomed to the Praxis by Imperator Torvik. Primogen Withermen announced the agreement made with Duchess Blanchard for territory in Carlsbad, consisting of the chantry, and a small university. The agreement includes one warding of her choice in Carlsbad, and a scanning of the location for anything there unseen. Duchess Blanchard verified her approval of this offer. April 10th, 2020 Held in Idyllwild * OPEN COURT * Imperator Torvik began Court with discussing the next of the pillar clans. This week was about clan Nosferatu. Keeper Jolene Addison of Carlsbad, made a request for taking responsibility as domitor for Ms. Katrina Santos. Ms. Santos' domitor has been Ms. Arianna Ricci, of clan Toreador, who has been unseen for several months. Imperator Torvik explained how we handle a ghoul that has gone rogue or abandoned. He opened the floor to bidding for Ms. Santos. Keeper Addison won with a bid of a Major boon, with Primogen Amos Campbell giving a Minor Boon on Keeper Addison's behalf, as well as Deputy Constance Osti giving a Trivial Boon on Keeper Addison's behalf. Ms. Santos will also be assisting Primogen Campbell and Deputy Osti, should they require it for the next 10 years, she is embraced, or has suffered death. Imperator Torvik announced that all enlightened ghouls in the Praxis are to be tested this week with no exceptions. Imperial Sheriff Sands brought up to Primogen Withermen and the Court, an accusation of Mr. Caerus Cray, of clan Tremere, working toward the assassination of an officer of the Court. Imperator Torvik dismissed the case for this night, allowing investigation to remain open as there is no evidence provided. Mr. Cedric Wade, of clan Tremere, introduced his new childe, Delilah Buchanan. He declared he has released her as well. Imperator Torvik congratulated Ms. Buchanan, and welcomed her amongst her peers of the praxis. Duchess Starhemberg introduced Ms. Eléonore Julienne Arlette de la Revière, of clan Ventrue. Imperator Torvik welcomed her to the Praxis. Duchess Starhemberg introduced Mr. Montegue Sommersby, of clan Nosferatu, recently returned after an absence. Imperator Torvik instructed him to take another blood test, and gave him information to pass along to his clan mates. April 17th, 2020 * OPEN COURT * Imperator Torvik began Court with discussing the next of the pillar clans. This week was about clan Toreador. Ms. Madison Bailee Lee was called forward, and a discussion was had about the mortal she wished to take as a ghoul, and the issues surrounding not only that process, but issues with him being a Masquerade breach prior to her meeting him. Investigations have found that he not only published books that had enough information within to be factual guides on Kindred, and spirits, but he has spoken with at least three others within Prospect. The mortal in question, Mr. Caelan Flynn, was brought in to answer for this, and he gave names of where he got the information, and who he spoke to. Imperator Torvik rendered judgment on the situation, after allowing a vote of the clans on what is to become of Mr. Flynn. Ms. Lee was not allowed to have him as her ghoul, Primogen Reinhart was given Mr. Flynn as her own enlightened ghoul. It was suggested that after the bond is broken between Ms. Lee and Mr. Flynn, that they be allowed to renew their friendship, but is Primogen Reinhart's choice. Mr. Flynn is not allowed out on his own until the masquerade breach has been dealt with, but will be allowed to do a taped interview for his fans to show he is alive. Imperator Torvik ordered Ms. Lee to be branded on each palm of her hand with the symbol of a Rook, as a reminder not to touch what isn't hers. She may not heal these wounds until it is certain that the issue is dealt with and permission is given in court. Scourge Druzyna carried out the order on Ms. Lee, and she was given to her clan mates to be cared for. April 24th, 2020 * OPEN COURT * Imperator Torvik began Court with discussing the next of the pillar clans. This week was about clan Tremere. Primogen Beauregard announced the intention of Clan Malkavian to host a Talent Show for a future Wednesday Night Social. The theme will be vintage Freak Show. Imperator Torvik announced the awarding of Primogen Withermen the territory of the University of Prospect. Imperator Torvik announced awarding a favor to any Kindred able to present a mortal to the Praxis for tasting. Keep in mind that no run of the mill vintage will be accepted. If more than one produce someone to taste at once, a panel of judges will decide who picked the best vintage and the award will follow. Keeper Jolene Addison announced an upcoming Art Exhibit of the works of Ravine Lilichu at the Crown Museum opening on Monday, May 4th. It is open to the general public, with a special event for Kindred in the near future. Imperator Torvik announced that all cases of enforcement will now follow a strict protocol in the form of a permanent record, maintained by the Imperial Sheriff. It will be open for all enforcers to refer to. May 1st, 2020 * OPEN COURT * Imperator Torvik began Court with discussing the next of the pillar clans. This week was about clan Ventrue. Imperial Herald Renoir introduced Mr. Enrico Brili, of clan Lasombra for acknowledgement. Imperator Torvik welcomed him to his Domain. Primogen Withermen introduced Ms. Sabine Kohler, of clan Tremere for acknowledgement. Imperator Torvik welcomed her to his Domain. Keeper Jolene Addison made a request to open a gym for the Tower's use only within Carlsbad. Similar in training as was found at the old Gangrel location known as CARES. Her ghoul, Ms. Katrina Santos, would be running and maintaining it. May 8th, 2020 * OPEN COURT * Primogen Bard, of clan Brujah, announced he was resigning his position and asked to be released as an Imperial Deputy as well as his oath of fealty to the Imperator, as his significant other, Ms. Merry Blackmoore, had departed the praxis already. The Imperator released him. Ms. Madison Bailee Lee, of clan Brujah, offered an apology to the Imperator for her recent mistake, and brought a gift for him. The gift being a Kravik Lyre. The Imperator thanked her for it. She was asked the status of clan Brujah, and if a new Primogen had been selected. Ms. Lee submitted that Ms. Belina of Troyes, was selected. Primogen Belina was reminded that changes such as these should be placed on the agenda for Court. Herald Renoir introduced Mr. Fritz Thompson, of clan Brujah, for acknowledgement. The Imperator welcomed him into the Praxis. Herald Renoir called forward Ms. Circe, a Caitiff of the Anarchs, to be introduced. The Imperator required she submit to a blood test to spend more time within his Domain. Primogen Withermen, of clan Tremere, announced the appointment of a new Whip. Ms. Delilah Buchanan. May 15th, 2020 Held in Idyllwild * OPEN COURT * Imperator Torvik asked for feedback on the event the Toreador held earlier this week. News was shared of the issues of behavior between some attendees. Primogen Belina introduced Mr. Sandor De Gris, of clan Brujah. Imperator Torvik challenged him to train five kindred and demonstrate it before the Court that they have learned and what they were taught by him with a deadline of three weeks. If successful, the Imperator will grant him favor. War Master Milenka Siracheto was given the right to judge the demonstration by the Imperator. Mr. De Gris was welcomed to the Praxis. Sheriff Sands shared a note that there are rumors coming of changes within Tijuana and the Banu Haqim. No danger from any of this, but it is not wise to travel outside the Imperium until things are settled. May 22nd, 2020 * OPEN COURT * Elder Milenka Siracheto brought to the Court concerns that were raised to her about what the test of Mr. De Gris' trainees would entail, and how people's feelings may be tested. She assured there would be no violation of the Traditions, but will have to face trial and tribulation. The Imperator reminded that this is a challenge, a time for tactics and strategy. It is voluntary to participate. Herald Renoir introduced Mr. Wolfram, of clan Gangrel for acknowledgement. Imperator Torvik denied his entrance for now, and he may reapply again at a later date, hopefully with a Primogen to vouch for him. Primogen Withermen introduced Magus Svetlana Tarasenko, of clan Tremere. The Imperator welcomed her to the Praxis. Mr. De Gris spoke to the Court to clarify his position on the upcoming Challenge. He shared his concerns, and spoke to defend his honor and that of this students. The Imperator responded that he trusts the Warmaster's ability to test both body and mind. The concern was noted, but as long as the Traditions are not being broken, this challenge is not for the weak. May 29th, 2020 * OPEN COURT * Scourge Oleksiy Druzyna reported on concerns over a fledgling named Opal, of clan Malkavian. She was located by Mr. Wolfram, of clan Gangrel, outside of the Praxis. The Scourge was informed that Primogen Beauregard was in contact with them, and that he began a vetting process. Ms. Opal stated she was embraced less than two weeks prior, not knowing her Sire who has since vanished. Mr. Wolfram has begun the teaching process of our Traditions. Her blood test revealed she has two ghouls as well, both of which need located. Primogen Beauregard spoke of what he knew of the situation, and the fear on the part of Ms. Opal that she would be killed for being an illegal embrace. The report from the Scourge included that Ms. Opal is an heiress and she is considered a missing persons case with family looking for her. Primogen Caravelli introduced Ms. Edward Wong Hau Pepelu Tivruski IV, of clan Nosferatu. Ms. Tivruski was welcomed to the Praxis. Mr. Wolfram was summoned to speak on the subject of Ms. Opal, and arrived with all due haste, causing some commotion. He shared his side of finding Ms. Opal and her circumstances. The Imperator questioned him further on the subject. The subject of Ms. Opal's placement, be it with Mr. Wolfram or her clan in Prospect was discussed and a boon was agreed on to allow Mr. Wolfram to place her as a fledgling in his care until her release, given to Primogen Beauregard, with allowance for the Primogen to treat her as a patient and keep tabs on her progress. All this after she has been released after being detained to clear the case to be sure there is no breach of the masquerade. Mr. Wolfram was placed on probationary approval within the Praxis, to be acknowledged once the Imperator sees fit. Primogen Belina spoke to the Court on behalf of Ms. Madison Bailee Lee, of clan Brujah. She asked if Ms. Lee could be allowed to heal herself after the punishment from April 17th, 2020. The Imperator questioned if the conditions had been met, that Ms. Lee had learned from this lesson. Primogen Belina offered to pay a minor boon in exchange for this request, and it was accepted. April 24th, 2020 * OPEN COURT * Imperator Torvik went over the policy for revealing out nature to other supernatural beings. There are very few sanctioned kindred to act as diplomats if and ONLY if a dire emergency has occurred. If you discover someone you are dealing with is such, be extremely careful. If you discover an outside with information on us, report it immediately to the Sheriff/Herald and the chain of command will look into it. If you are caught breaking the masquerade and revealing our nature, expect to be staked and left for the sun. Herald Renoir introduced Mr. Enthen L'Del, of clan Gangrel. He was asked to return to Court after his blood test was completed, to be acknowledged. Ms. Opal Smith, a fledgling of clan Malkavain, was brought before the Court to finalize the deal made between Sheriff Paige Sands and Mr. Wolfram, of clan Gangrel. Sheriff Sands will train Ms. Smith until she is ready to be released and recognized formally as a neonate. Herald Renoir introduced Mr. Llewellyn Gray, of clan Ravnos. He came to honor hospitality. The Imperator gave him two weeks to complete his blood test if he wished to remain with his Domain, and then return to Court. Herald Renoir introduced Ms. Greta, a Daughter of Cacophony. She came to honor hospitality. The Imperator gave her time to take a blood test, and decide if she wishes to join the Tower. If she does wish to join, she must return to Court and forswear the Anarchs before the Court, thus making her vow to the Camarilla. Imperator Torvik recognized and congratulated all that took part in the recent challenge he set for Mr. DeGris, of clan Brujah, to teach five others and be tested then by Elder Milenka Siracheto. June 12th, 2020 * OPEN COURT * Imperator Torvik began the night speaking about rogue fledglings. A rogue fledgling would be one that a kindred recently sired and abandoned either due to final death or just leaving them behind taking no responsibility for doing so without permission. Rogue fledglings are a risk to the Masquerade and a tax on those wishing to preserve our humanity, and our resources to bring in and train every one of them. Adoption ends as of tonight, replaced with the practice of humane euthanization of the wayward childe, as is in the Traditions. This was a decision agreed on by the Primogen Council who advised the Imperator to take this route. Sheriff Sands presented the last found rogue fledgling, Hailey Osborne, blood of clan Toreador. She had been left for the sun by the roving pack that included her Sire, who are now all dead. Herald Renoir asked permission to take her in, as the adoptive Sire, and will give a Major boon for said responsibility. Primogen Beauregard came before the Court to plead his case for his clan on the topics of Mr. Wolfram and Ms. Opal Smith, as well as seeking new territory of Trinity Hospital. It was reminded that while a fledgling is in training, they have no status and are not technically a member of a clan until they are released. Imperator Torvik and Primogen Beauregard made the agreement of a minor boon for the block around Trinity Hospital, which includes Maple Park. Primogen Reinhart named Mr. Asheton Sterling as Whip for clan Toreador. Sheriff Sands named Ms. Svetlana Tarasenko, of clan Tremere, as a new deputy for her office. She has already showed her skills in gathering intelligence and reporting it swiftly, which is exactly something the Sheriff's office needs. June 19th, 2020 Held in Idyllwild * OPEN COURT * Imperator Torvik began by praising the painting on display, "The Unboxing". Imperator Torvik announced he plans to delineate responsibility for the forest outskirts to whomever could convince him that they could make it profitable and maintain its security. Several spoke up, and Harpy Raisa was chosen for this task, for the cost of a minor boon for the responsibility. Ms. Greta, of the Daughters of Cacophony, gave her oath to the Camarilla and foresworn the Anarchs. Pending her blood test, she will be officially welcomed as a member of the Praxis. Duchess Katharina von Starhemberg, of clan Toreador, announced next Wednesday she would be hosting in her Elysium in Idyllwild, a special event. Elder Masters would be invited from afar to teach the art of bookmaking pre-printing press, including illuminated books showing off the art form. Imperator Torvik ended the night with a discussion of the future of the Edwards 18 facility. He was looking for the best ideas for appropriating the venue to turn it into something useful. Whip Theodore Murphy, of clan Malkavian, was given the task based on ideas discussed, to come up with a more cohesive idea with the input from others named at Court next week. June 26th, 2020 * OPEN COURT * Imperator Torvik began the night with continued idea discussion on the future of Edwards 18. Deputy Siracheto made a suggestion including selling it to the Government for an ICE Processing station. The Imperator emphasized that while other suggestions that had been made were heard, they were duplicating other efforts and he wants this facility to enhance kindred. Whip Theodore Murphy, of clan Malkavian, will have the first chance to coordinate the effort here. Concerns were raised, and the Imperator addressed them. Mr. Llewellyn Gray, of clan Ravnos, returned after completing his blood test. Imperator Torvik granted him citizenship within his Domain. Imperial Sherriff Sands shared an update on the one known as Mr. Alex Calici. A man that was heard breaking the masquerade around Prospect, specifically about the Tremere, suspected of being a kindred and turned out he is not. The man claims to be descended of House Tremere, but is not claimed by any of the local Magi either. Scourge Druzyna reported he was able to find out Mr. Calici is older than mortal age, and is a Psychic Vampire. Imperator Torvik ordered that the man be silenced permanently, however the breach can be closed. Whoever can legitimately claim to have sealed the breach will earn a blood boon from him. July 3rd, 2020 * OPEN COURT * Mr. Mwindo Musawenkosi, of clan Malkavian was introduced to the Court. He was granted permission to remain, as a member of the Camarilla, and will finish his interview at a later date after further processing and a blood test. Sheriff Sands announced the appointment of Ms. Edward Wong Hau Pepelu Tivruski IV, aka "Ed" as an Imperial Deputy. Sheriff Sands announced that the one known as Mr. Alex Calici has been eliminated. More details will come, but the case is not closed yet as further cleanup actions are occuring. Those involved were thanked for their prompt responses and aid. Duchess Blanchard and Primogen Reinhart spoke on ideas from clan Toreador for the future of Edwards Theaters. The Imperator decided it will be turned into a new Performing Arts Center for plays, movies, concerts, etc. The lower level will be a storage area, broadening the idea from Primogen Campbell and what the Toreador presented. The Toreador clan will provide the blood there, enough to have fed a second Rack. July 10th, 2020 * OPEN COURT * Imperator Torvik began Court with word that Mr. Caerus Cray has met final death. It is being investigated currently and patience is asked for while it is being looked into very seriously. Deputy Svetlana Tarasenko was called on to speak about the events surrounding Mr. Alex Calici's death, and Mr. Cray's involvement and the possible masquerade breach. After some clarification and discussion, Imperator Torvik announced the promised blood boon would be awarded to Deputy Tarasenko. Imperator Torvik stated that while it has been reported so far that it may have been mages from Prospect that killed Mr. Cray, disguised as Mr. Calici at the time, the truth is still unclear. We will not be waging a war against the mages for this action as we have no proof currently of wrongdoing. If proof can be found, submit it for consideration. Imperial Herald Renoir reminded the Court that if you wish to be added to the agenda for Court, to let her know either before Court begins, or if it occurs to you during Court, then to send her a text message. Imperial Herald Renoir introduced Mr. Alfonso Ferrera, of clan Toreador for acknowledgement. He was welcomed by the Imperator into the praxis. Keeper Jolene Addison announced the grand opening of her new training facility in Carlsbad, for July 19th. July 17th, 2020 Held in Idyllwild * OPEN COURT * Imperator Torvik asked Mr. Llewellyn Gray to share about the situation last Wednesday at the event run by Herald Renoir. There was an altercation between his ghoul, Mr. Trent, and Mr. Fritz Thompson, to which Mr. Gray stated he has punished his ghoul. A full account was given by both parties, The Imperator gave judgment on the issue and had Mr. Trent taken into custody, and Mr. Gray would lose his servant as punishment for his behavior toward another kindred. The Imperator found that we have not communicated our laws on ghouls outside the tower well enough, which will be rectified. Mr. Gray will be allowed to request permission for another one at a later date. Imperator Torvik reminded that mind wiping ghouls has proven to fail at inopportune times and we will not risk the Masquerade. Ms. Brittney White spoke to the Court, giving her own information on the events around the death of Mr. Alex Calici, and Mr. Caerus Cray. She gave her accounting of such, and questions were asked of her, as well as her clan mates who were also present, to clarify and corroborate. After all was said, Sheriff Sands placed Ms. White under arrest, and ordered the arrest of Mr. Cedric Wade. Imperator Torvik issued a blood hunt for Mr. Caerus Cray. If Ms. White or Mr. Wade make any attempt to escape, they will be found automatically guilty and a blood hunt will ensue. A full investigation into this all is continuing and will be completed. July 24th, 2020 * OPEN COURT * Imperator Torvik began Court with a discussion about Court, where it isheld and why it is held there, and why notification always comes at the last minute. There is a loose schedule with the first week of the month at Carlton Pines, the next two weeks either in Carlsbad or Idyllwild. Sometimes it gets switched to a non-Elysium location for reasons of security. The schedule is kept in the dark on purpose. It is to ensure our safety and because the Imperator reserves the right to change his mind at the last moment. Court will always be wherever the Imperator is at the time and place he chooses. Being predictable will make us a target. You can always find out where it is by contacting Elysium (IE: Amelie) about an hour or so before Court begins. Transportation will be provided if needed. Imperator Torvik discussed an introduction for Mr. Jonny Boyer, of clan Brujah, the previous night. He showed up with a tour bus full of groupies and ghouled members of his band and manager. As there was a question of the breach of the masquerade with all of these people, they were all held, and the bus impounded while it was checked out. Imperator Torvik pointed out that Mr. Boyer is a fellow musician of some talent, leading a band named, "Flaying Kaine." Mr. Boyer is considered on probation before being acknowledged while this is being investigated. Imperator Torvik announced that Deputy Constance Osti has request to retire as an Imperial Deputy. Herald Renoir introduced Ms. Myrtle Alice Reed, of clan Malkavian. She was given probationary acknowledgement, pending her blood test being clear. Mr. Llewellyn Gray spoke on his interest in The Crossroads and revitalizing it as a neutral meeting place again. The Imperator asked about what the impediments are to moving it to a better location to serve as a neutral establishment, as currently it is in the middle of Prospect, no longer a meeting place between contested territory. The situation was discussed, and the current owner, Ms. Giovanni, was in attendance to hear what was said. Mr. Gray will be considering his options, and was asked to come back later with a proposal of what he wishes to do. July 31st, 2020 * OPEN COURT * Imperator Torvik gave an update on the investigation in to the violations of the Masquerade by Ms. Brittney White, and Mr. Cedric Wade. They are being kept comfortable while in detention as this is a very in depth investigation. Once it has concluded, he will make a final judgment. Herald Renoir introduced Ms. Maliwa Ardyh (NPC), of the Malkavians. After some discussion, including with her childe, Mr. Torg Stihl, she was detained to investigate a possible breach of the first and third traditions, along with a ghoul that was in their employ. Mr. Stihl was free to go and remain while a decision is being made on his Sire and if he will be allowed to remain. August 14th, 2020 Held in Carlsbad * OPEN COURT * Imperator Torvik began with asking for details from the clans as to how they participated in the blood hunt of Brittney White. Primogen Withermen, of the Tremere, began sharing that they dealt with all of Ms. White's assets, possessions, and hideouts so she would not have them any longer. Mr. de la Vega chased her down, only to have Ms. White teleport multiple times, but not without at least harming her once. They are taking care of her ghouls, and had assistance to deal with all of her finances and accounts so again, Ms. White would not have access to them. Other Princes were contacted, and the Harpies have spread the word in America of her crimes. The Imperator applauded their effort, even though the goal was not met. Clan Tremere have been asked to present him with a counter for teleportation before it is an issue again. Primogen Beauregard, of the Malkavians, shared in what his clan did to try to find Ms. White in the search for clues in the jail cell of Mr. Wade. While not every clan met with the Imperator's expectations, he plans to deal with that on an individual basis. Mr. Torg Stihl, of the Caitiff, was called forward. The Imperator announced that his Sire, Ms. Maliwa Ardyh (NPC) has been released from custody and is given a grace period of time to wrap up business and leave his Domain. Mr. Stihl is allowed to remain and was welcomed into the praxis. Sheriff Sands spoke highly of Deputy Ed Wong Hau Pepelu Tivruski IV, of clan Nosferatu, and Mr. Gabriel de la Vega, of clan Tremere, and the extra effort and time put in by both. Officially, Sheriff Sands is no longer having deputies that hold other titles, due to recent growth of the Imperium. In three weeks, suggestions for people to fill the two open slots should be sent to her, preferably from Primogen of the clan of the applicant. It is required that at least one applicant be a Court regular attendee. The Imperator opened a discussion for theories on what happened to Mr. Cedric Wade. Several put forth theories and newer members were informed of past actions by Mr. Wade, Ms. White, and Mr. Cray that most likely played a part in their guilt in breaking the traditions. August 21st, 2020 * OPEN COURT * Imperator Torvik began with a talk about the history of the Inquisition, its impact on Vampiric Society, and its role in the forming of the Camarilla. He spoke of academia, and how science and Reason brought forth the end of many superstitions, and brought more to believe that Vampires never existed. Most recently, with the preservation of the images of Vampires in popular entertainment, it may seem like fiction but it may also be an indication of the unraveling of the Masquerade. That is possibly due to Kindred themselves, believing that they are above our laws and know better. Any Kindred or Ghoul that are found to be behaving in such a way will be stopped. Sheriff Sands reminded that there is two more weeks to submit names for consideration to be a deputy. The topic of how to demoralize an enemy was discussed with various ideas spoken about. September 4th, 2020 * OPEN COURT * Herald Renoir commended Ms. Myrtle Reed, of clan Malkavian, for her hostessing of the Wednesday Night Social on September 2nd. The Imperator joined in on the commendation, as the show of initiative and activity is welcomed. Sheriff Sands announced the addition of Ms. Myrtle Reed and Mr. Gabriel de la Vega, of clan Tremere, as new deputies. September 11th, 2020 * OPEN COURT * Imperator Torvik praised Herald Renoir for the updates done to the Emerald Plaza and the Lounge specifically. The Lounge will now be considered Elysium, replacing Carlton Pines. The artwork that once decorated Edwards 18 is on display once again, as well as the portraits from Carlton Pines. Imperator Torvik announced that Carlton Pines will be repurposed, and those with ideas should set an appointment to meet with him, through Herald Renoir. Imperator Torvik began a discussion on what a Primogen does. This was an more in-depth discussion, beyond just a simple definition. Several current and former Primogen's gave their wisdom on the subject. September 18th, 2020 * OPEN COURT * Primogen Belina, of clan Brujah, made a request for territory in Prospect. She was asking for responsibility in the Harbor district, specifically Lincoln, from Harbor to Canary. After listening and questioning both Primogen Belina and Mr. Fritz Thompson, of clan Brujah, on their clan's intent, Imperator Torvik denied that request, but offered instead the territory of F and G streets from 3rd to Maple for a Major boon. If they can make it workable, he will consider their previous request down the road. Imperator Torvik began an open discussion on Clan Missions. Several clans spoke up and gave opinions on this and what clans could be looking into offering, as well as some more specifically. Ms. Ayame Suzukaze, of the Kuei-Jin, came to honor hospitality as she has been gone for a few years from the Imperator's Domain. September 25th, 2020 * OPEN COURT * Imperator Torvik started the session with speaking about manipulating mortals and sharing about some history of Elders using humans and the effects of the Inquisition on it. He spoke on making contacts, building influence, and finding allies. He spoke with much caution on our retainers, especially those that are to be enlightened and gaining permission to do so. Primogen Reinhart, of clan Toreador, announced she was stepping down as Primogen. Clan Toreador has selected Keeper Jolene Addison, to replace her. Primogen Addison announced she was stepping down as Keeper of Carlsbad to focus on clan business in her new role. Additionally, Whip Asheton Sterling has stepped down from his position. Duchess Blanchard announced she is seeking applicants for the position of Keeper of Elysium in Carlsbad. Herald Renoir introduced Ms. Eugenia Euan, of clan Lasombra, seeking acknowledgement. After questioning from the Imperator, the decision whether to welcome her amongst her clan was left up to Warmaster Milenka Siracheto and Duchess Arya Torvik, with right of destruction granted to them in this case if deemed appropriate in this case.. Warmaster Siracheto asked for time to investigate and will return with an answer. Ms. Euan's ability to move about is up to the Warmaster, but the Imperator insisted that she performs her blood test as well. October 2nd, 2020 * OPEN COURT * Imperator Torvik announced that new territory has been designated under the heading 'Palisade'. It covers 8 blocks that surround the Emerald Plaza. No hunting is allowed within it. The penalty for being caught is harsh. Specialized surveillance will be watching for anything odd or supernatural. The exception within is where the Hands of Hope Mission is located, in which that is still under control of Sister Constance Osti. Imperator Torvik led a discussion about what we know of kindred history, including such topics as the origin of vampires, if the progenitors of the clans are real, and why the stories of the Book of Nod are considered heresy. It led to stories being told by some of the Elders of meetings they have had in the past that relates. October 9th, 2020 * OPEN COURT * Imperator Torvik spoke on how to manipulate influence with the police. This covered types of police divisions, how it can assist with the masquerade, and tasks one could accomplish with using your influence over them. Primogen Withermen introduced Ms. Hannah Coventry, of Clan Tremere, for acknowledgment. Imperator Torvik welcomed her to the Praxis, pending her blood test. Primogen Campbell introduced Mr. Albin Johansson, a Caitiff, for acknowledgement. Imperator Torvik welcomed him to the Praxis. After speaking further with the Imperator, he was given a choice and decided to join the Tower. Pending a blood test, he can return to court, give his oath, and become acknowledged. October 16th, 2020 * OPEN COURT * Imperator Torvik spoke more about mortal influences, tonight concerning finances. He spoke on about manipulating markets/stocks, investments, and influencing businesses to either succeed or fail, including banking can be a hobby for many Kindred. Holding such power with money is not to be trifled with, especially how it can do so much damage to mortal society. Imperator Torvik then began a discussion on the protocol for lifting the masquerade with anyone who is not kindred, including supernaturals. The short answer is, Do Not Ever. It is a clear violation of the first tradition. There are appointed diplomats to deal with each supernatural group, approved by the Imperator, and will not get executed for doing it. Any that try to do it without the Imperator's approval will meet final death. Herald Renoir announced her Annual Halloween Masquerade Ball will be on October 28th. The theme is Alice in Wonderland, with the twist of a murder mystery to be played out within the party. Those that wish to participate will be given a 'character' to play for the evening by Mr. Mikael Rousseau, who is arranging this part of the fun. There will be music, dancing and good time - besides a murder to solve. All those that wish to come may choose to not participate and just watch if they wish. All must wear a mask. Duchess Blanchard announced Ms. Daphnne Cunningham as the new Keeper of Elysium for Carlsbad. Duchess Blanchard announced the opening of three blood banks, one in each fief, named the St. Januarius Blood Bank. With the intention of supplying blood for a second Rack, they will be collecting and cataloguing data on the donators to track different vintages. Primogen Campbell's Sandpiper Seaplanes will be assisting with transporting the blood from the other fiefs back to the center in Prospect. Herald Renoir introduced Ms. Jacinta Pisanob, honoring Hospitality. The Imperator asked for her to take a blood test, to which she agreed. Pending that, she will be allowed to remain in his Domain. Primogen Belina announced that Mr. Fritz Thompson, of Clan Brujah, as the new Whip for their clan. This led to a short discussion on the usefulness, or lack thereof, of the position of Whip. Sheriff Sands announced that she has openings for new deputies. All those interested should contact one of the Primogen to recommend them. October 23rd, 2020 * OPEN COURT * The night began with a special performance from Imperator. Imperial Sheriff Sands announced Ms. Colombe de Berenger as a new deputy. Primogen Withermen introduced Mr. Jethro Pavus, of Clan Tremere, for acknowledgement. Pending the results of his blood test, the Imperator welcomed him into the Praxis. Deputy de Berenger, of Clan Ventrue, and Ms. Hannah Coventry, of Clan Tremere, with the backing of Sheriff Sands and Primogen Campbell, both presented ideas for future use of Carlton Pines. Both gave detailed and thought out presentations, and in the end, Ms. Coventry's proposal was deemed the better of the two by the Imperator, although neither will be utilized for Carlton Pines. The Imperator suggested melding the two ideas into another project, to which Ms. Coventry offered the science museum that she recently acquired. Mr. Dariush Mazanderani, of Clan Assamite, returned to Court having completed his blood test. He gave his oath to the Tower and leaving behind the Independents, and was welcomed by the Imperator into the Praxis. October 30th, 2020 * OPEN COURT * Primogen Belina of Troyes introduced Ms. Evita Espinoza, of clan Brujah. She was welcomed by the Imperator into the praxis, pending the results of her blood test. Herald Renoir reintroduced Lady Cowl, of the Kiasyd. She has returned after a long absence. Despite the ban on Kiasyd announced previously by the Imperator, as Lady Cowl was a member in good standing before she left, she was welcomed to return and stay. Ms. Inka Pisanob asked about scheduling her blood test for herself and her sister, Ms. Jacinta Pisanob. She was reminded to speak with the Scourge to setup a time. Imperator Torvik spoke to Ms. Pisanob about the gift of a vehicle that he received from her, but had refused when it was first offered. The Imperator re-gifted it to Ms. Hannah Coventry, of clan Tremere, as she learns to drive. November 6th, 2020 * OPEN COURT * Grayling Belvedere announced plans to hold a special tasting event to be held next week. The Imperator suggested it is scheduled on a Wednesday evening. He then granted her a reward for seeing through the request he made, and will grant a boon once the event is completed and deemed a success. Primogen Belina of Troyes introduced Ms. Daiya Johnson, of clan Brujah. Imperator Torvik welcomed her to the praxis, pending her blood test is completed within two weeks. Sheriff Sands spoke about her position, and the lack of threats toward the Imperium, but not a lack of war. She spoke of where things stand with other factions in the state as well. After some discussion, she was granted city of Imperial Beach to get control of. Imperator Torvik announced that the territory of Santa Catalina Island no longer belongs to Mr. Brice Godelieve, and has been assigned to Deputy Colombe de Berenger. November 13th, 2020 * OPEN COURT * Mr. Brice Godelieve, of clan Toreador, made a return appearance after having been absent for many months. The Imperator spoke with him on the change of responsibility for Avalon, and welcomed his return to the Praxis. Ms. Scout, an Independent Setite, appeared before the Court to honor hospitality. She intends to settle in Carlsbad. The Imperator will allow her temporary citizenship, provided a blood test. If she wishes to reside in Carlsbad, she must petition Duchess Blanchard. November 20th, 2020 * OPEN COURT * Imperator Torvik began court with a discussion on the purpose of Elysium. Many took part in the discussion, with reminders that Elysium is an institution older than any Kindred Sect. The discussion continued about how Elysium is designated, as well as protected. Imperator Torvik announced a contest for the Praxis. All that wish to petition can send a message to him for each clan or designation, to be the favored for the coming month. Whichever is chosen will receive a major boon from the Imperator. Primogen Withermen introduced Mr. Damien Thorne, of clan Tremere, for acknowledgment. The Imperator welcomed Mr. Thorne to the praxis, and suggested that clan Tremere consider splitting up their clan again, as it is growing so large, between the different fiefs. Mr. Thorne gave a formal apology to Mr. Nino Caravelli for an incident of words on a previous night. November 27th, 2020 * OPEN COURT * Imperator Torvik began court with a musical performance to announce the winner of the Clan of the Month contest. The runners up was Clan Toreador, and the winner was Clan Tremere. A boon was given to Primogen Withermen. Ms. Hailee Brooks was welcomed back to the Praxis by the Imperator, after she took an extended stay in New Orleans for over a year. Primogen Withermen petitioned the Court for the territory of Ash and Market St, Market and Maple St., and Comet and 5th St. She offered 2 Major boons in return. The Imperator granted the blocks requested, and threw in Belvedere and 5th St., and Belvedere and Maple St. as well, for the forgiving the boon granted earlier in the evening for clan of the month. December 4th, 2020 * OPEN COURT * Imperator Torvik announced that he has three blocks of territory in Prospect that will go to the kindred that petitions him with the best reason why they deserve to be put in responsibility of it. Any kindred may apply, as long as they are a citizen of Prospect, including those not of the Tower. Petitions will be judged based on merit alone, and there will be no surcharge for the territory. Clan Tremere, with the status of being favored for the month, will have a bit of an edge. Submit your petitions this week, after court. Primogen Caravelli introduced Mr. Cropsey, of clan Nosferatu to the Court. After a discussion between Mr. Cropsey and the Imperator concerning his reference letters, his petition was granted and the Imperator welcomed Mr. Crospey to the praxis. Primogen Addison introduced Mr. Alastair Stuart, of clan Toreador. The Imperator asked about his time as Prince and his claim of retirement here in Prospect. Imperator Torvik welcomed Mr. Stuart to the praxis. Imperator Torvik allowed any that were ready with a petition for the offered territory to make it at that moment in Court, with favor to the Tremere first. Mr. Damien Thorne, of clan Tremere, Deputy Colombe de Berenger, of clan Ventrue, and Sheriff Paige Sands, Caitiff, and Ms. Shiori Reinhart, of clan Toreador, all made petitions. December 11th, 2020 * OPEN COURT * Imperator Torvik announce that after all the petitions were received for the territory offered up last week, that Deputy Colombe de Berenger was picked as the recipient. The territory was for 2nd Street, from Broadway to Belvedere. With some negotiation, and the offering of a Major boon, Deputy de Berenger was able to switch the territory to the highly sought after area of the Shoals, from Belvedere through Lincoln. Primogen Franchesca von Brandenburg announced Deputy de Berenger as the new Whip of clan Ventrue. Primogen Campbell introduced Mr. Flavien duComte, of the Ravnos, for acknowledgment. After discussing Mr. duComte's past, the Imperator gave him a drink. Mr. du Comte was welcomed into the praxis. Primogen Caravelli introduced Mr. Stan Huxley, of clan Nosferatu, for acknowledgment. The Imperator welcomed Mr. Huxley into the praxis. Primogen Beauregard announced that there was a security breach in his territory a few days ago. What appeared to be a Nosferatu tried to abduct Ms. Coventry. He has several working on this with some officers and deputies, as well as the Sheriff. Be careful if your travels take you by Maple Park, which is also listed on the Unsafe places list, that is available in all Elysiums. December 18th, 2020 * OPEN COURT * Imperator Torvik began court with telling a story, and then began a discussion around what can be learned from it. Mr. Cannon, of clan Gangrel was introduced to the Court, seeking acknowledgement. Pending completion of a blood test, he was welcomed into the Praxis. Mr. Cropsey, of clan Nosferatu, petitioned the Court to begin the process of enlightening a ghoul. After some discussion, the Imperator made it known that he wishes to encourage more kindred of the Hidden Clan in his Domain. The Imperator's decision was for this potential ghoul to be vetted by the Sheriff and Scourge before final permission is granted. If it is, then Mr. Cropsey will give the Imperator a minor boon.
